DEVELOPMENT AUTHORITY OF COLUMBUS GEORGIA
March 6, 2002

Jim Buntin, Chairman, noting that a quorum was present and proper notice had
been given in accordance with the requirements of Georgia law, called the March
6, 2002 meeting to order.
MINUTES
The minutes of the February 6, 2002 meeting of the Authority were presented.
Upon motion made by Bob Gilson and seconded by Jimmy Yancey, the Minutes of the
February 6, 2002 Authority meeting were unanimously approved.
FINANCIAL REPORT
Fernando Verdree reviewed the financial report for February 2002 attached
hereto as Exhibit ?A?. Upon motion made by Bob Gilson and seconded by Jimmy
Yancey, the Authority unanimously approved the February 2002 Financial Report.
ECONOMIC DEVELOPMENT UPDATE
Biff Hadden reported that he is working on several active projects and has meet
with Pillowtex. Becca Hardin is going to Chicago with people from GA DIT&T,
Macon, Savannah, and August to consult with Fantus group and others to get on
radar screen for prospects. There is a new multi-million dollar prospect,
which has been sent an information package. There are several existing
companies considering expansion. Two projects are considering MTP Tract 1.
Skip Teaster has resigned to become President and CEO of Paulding County
Chamber of Commerce. Bob Gilson is chairing the search committee for Sr. Vice
President of Economic Development. There will be a follow-up meeting for the
CHIP teams to close loose ends and get ready for next big project.
PROPERTIES
1. Jeff Mills of Jordan, Jones and Goulding presented an update on the
progress being made with Muscogee Technology Park (MTP). The initial phase is
to get some land ready as soon as possible for development. About 130-200
acres are available with water and sewer. Probably would be best to spend
money on developing a two-lane road as need land for projects. He explained
the planned process of developing the land.
2. CRIP 19-acre Site - The prospect considering this site has postponed
making a decision for at least 4 months; therefore, project has been placed on
hold.
3. M-1 Rezoning of Fall Line Business Centre' ? Jim Buntin reported
that the request to rezone the remaining acres of the Fall Line Business
Centre? to M-1 has generated calls from various groups. The Development
Authority will consult with the City as to when to proceed with request.
4. Transfer of MTP Tract 1 to Development Authority - Biff Hadden
reported the need to begin process to transfer MTP Tract 1 to the Authority for
development.
5. Enterprise Zone - The project that was going to build in the
Enterprise Zone has encountered some environmental problems. The company is
interested in the 32-acre in CEIP. More information will be available after
further discussions with the company.
6. In response to a question on what needs to be done to convey parcels
of MTP to the Authority, Ed Sprouse discussed the Intergovernmental Agreement
with the City. The conveyance of land can be done at any time very rapidly as
needed. Upon motion made by Jimmy Yancey and seconded by Frank Etheridge, the
Authority passed a resolution in the form attached hereto as Exhibit "B" to
request the transfer of MTP Tract 1 from the City to the Development Authority
subject to verification that such action would not interfere with any SPLOST
money being used on the MTP.
LEGAL ISSUES
Upon motion made by Steve Butler and seconded by Bob Gilson, the Authority
unanimously authorized the Bond Resolution in the form attached hereto as
Exhibit ?C? for up to $16.5M to finance a portion of the Johnston Mill Lofts
project. Upon motion made by Frank Etheridge and seconded by Bob Gilson, the
Authority unanimously adopted the resolution in the form attached hereto as
Exhibit "D" authorizing the execution of tax certification based upon
information from the developers and the Department of Community Affairs.
OTHER ISSUES
Biff Hadden reported that concerns about some issues in the tree ordinance have
been acknowledged.
Upon motion made by Frank Etheridge and seconded by Fernando Verdree, the
Authority authorized Jim Buntin to send a letter to Skip Teaster thanking him
for his service and to present him with a gift from the Authority.
Dayton Preston gave a powerpoint presentation on properties and how they are
being marketed.
There being no further business to come before the Authority and upon motion
made by Fernando Verdree and seconded by Jimmy Yancey, the meeting was
adjourned.
