SUBJECT: Department of Alcohol Tobacco and Firearms Co-Operative Agreement



INITIATED BY: Police Department





Recommendation: Authorize the acceptance of a Co-operative Agreement grant

from the Untied States Department of Alcohol Tobacco and Firearms for the

Columbus Police Department Gang Resistance Education and Training Program known

as G.R.E.A.T. the cooperative agreement grant will be for the amount of

$120,400.00 and will be used for purchases made to operate the G.R.E.A.T.

Program. Amend the Multi-Governmental Fund (216) by a like amount.



Background: The Cooperative Agreement period of performance begins January 16,

2002 and ends January 15, 2003. The purpose of the Cooperative Agreement is to

establish a legal relationship between the Bureau of Alcohol Tobacco and

Firearm and the Columbus Police Department. This agreement sets forth the

responsibilities for the operations of the gang prevention program known as

Gang Resistance Education and Training (G.R.E.A.T.). The G.R.E.A.T. Program is

in it?s seventh year of operation and the fifth year of participating in the

Cooperative Agreement.



Analysis: The program provides 100% reimbursement. The cooperative agreement

grant application requests approval to operate the G.R.E.A.T. Program. Locally

the grant will be managed by the Police Department Budget Office. This is the

fifth year of the program. The local jurisdiction application must be revised

annually.



Financial Considerations: The proposed resolution will authorize the

acceptance of $120,400.00 in funding of Federal Grant monies. No additional

impact on the General Fund will be incurred by accepting this grant and amend

the Multi-Governmental Fund (216) by a like amount.



Legal Considerations: Approval of contacts will obligate the City to all

conditions of the grant?s award.



Recommendations/Actions: Approve the acceptance of the increase in funding

from the Department of Alcohol Tobacco and Firearms.
