MINUTES OF MEETING

APRIL 23, 2002



The Greater Columbus Golf Authority held the scheduled monthly meeting at Bull

Creek Golf Course. Members present were Michael Silverstein, Chairman, Dr.

Earl Bagley, Donald Clack, June Holder, Judge Albert Thompson, Rannie Lewis,

and Willie Hill. Rick Cravens had an excused absence. Staff members present

were John Milam and Steve Brown.



The Golf Authority minutes of the March 2002 meeting were approved as presented

with the exception of one correction. Judge Albert Thompson?s and Willie

Hill?s absences should have been noted as excused rather than unexcused

absences. Motion by Dr. Earl Bagley, second by Donald Clack.

Oxbow Creek Golf Course



? Aerated and top dressed greens

? Applied plant growth regulator to greens

? Fertilizer applied to fairways. Work on weed control around aprons for

knotgrass



Bull Creek Golf Course



? Greens are being verticut weekly on West Course

? Applied plant growth regulator on West Course

? Would like to aerate West Course as soon as possible

? Aerated on East Course first with hydro-jet then with ?? tines following week

and top dressed

? Lowered height of cut on all tee boxes

? Applied plant growth regulator on all tee boxes

? Work will begin this week on weed control in fairways ? mainly on East course



Report on Godwin Creek Golf Course



? Godwin Creek reported revenue of $5,187.00 and had expenses of $4,337.00.

? Donald Clack spoke with John Godwin about having lease signed and having

Godwin?s accountant supply up to date profit & loss statements. Elliot Kirvin

is the last person left to sign the lease. John Godwin will get with Elliot

Kirvin this week to have lease signed and converted over to First Tee of

Columbus. John Godwin committed to the May 1st deadline to produce signed

lease, liability insurance and profit & loss statements.

? Once the lease agreement has been signed between Seniors for Kids and The

First Tee of Columbus, a new lease agreement shall be signed between the new

First Tee of Columbus and The Columbus Golf Authority.





Report of John Milam, Director of Golf



? Bull Creek generated revenue of $50,713.50 and had expenses of $113,469.85

for the month of March 2002.

? Oxbow Creek generated revenue of $14,184.57 and had expenses of $40,870.96

for the month of March 2002.



Old Business



? Project update: Weather continues to cooperate and we are looking to open

some time in August. We are currently $20,000.00 under budget.

? Hardaway tournament went well and because of the rain on Saturday, we were

not hurt as much as anticipated revenue wise. Donald Clack noted that

Hardaway could solicit funds to help off set our revenue loss, but that effort

never materialized.

? The Asian Pacific Alliance has asked to have their guarantee of 100 players

per day reduced to 80 players per day. The Board?s general consensus was that

this was not feasible considering Bull Creek?s current financial condition.

? The merger between The Seniors for Kids and the First Tee of Columbus is

expected to be completed by the 15th of May.



New Business



? At the City budget meeting with City Finance Director, Kay Love and City

Manager, Carmen Cavezza, it was decided to complete Phase II golf course

renovations in one year (2003) rather than take the original plan of two years

to complete.

? D.J. DeVictor has asked for an additional $5,000 for his work in Phase II.

Donald Clack asked, if we complete the project in one year, would 40 site

visits be necessary and would we pay for only the actual visits.

? Bull Creek presently has no lightning warning system in place. The City

Attorney, Clifton Fay, suggested Bull Creek post warnings to the effect that

players play at their own risk. John Milam will check other options and

report back to the Golf Authority.

? Due to revenue concerns, Bull Creek will limit high school play while Phase

II renovations are being completed.

? Mr. Jim Beck is unhappy with the current golf course conditions and has asked

to come before the Authority. Mr. Beck will be on the agenda in May.

? Regarding the Contractor Selection Committee, City Purchasing has asked that

the original committee be used for Phase II.





There being no further business, the meeting was adjourned at 4:55 PM. The

next Authority meeting will be Tuesday, May 28th at 4:00 PM at Bull Creek Golf

Course.
