Response 04/14/05 . The playgrounds are covered by two handbooks. The first

comes from the Consumer product safety commission Handbook for Public Safety

and the second from the American Society for testing and materials standard

Consumer safety performance specification for playground equipment for Public

use. The company's selling playground mulch have to provide a certificate of

certification for size, nonflammable, compression, nontoxic, non-treated

(etc.). If we try to produce our own mulch for the playgrounds we will face

some huge liability issues

if someone gets hurt on a playground.
