SUBJECT: Revision of the Columbus Waste Management Plan and Short Term
Work Program

Recommendation: Approval is requested of the Draft Solid Waste Management Plan
and Short Term Work Program and for submission to the Lower Chattahoochee
Regional Development Center (LCRDC) for review and approval.
Background: The State?s minimum planning standard and procedures for the
Solid Waste Management Plan and Short Term Work Program require updating every
five years. All of the minimum public participation requirements have been met.
Analysis: The State of Georgia requires a five-year update to remain eligible
to receive solid waste grants, loans and permits. Our plan has been revised and
presented at two public hearings, which were held on April 9, 2003, and May 14,
2003. This program has been in operation for the past thirteen (13) years and
has enabled Columbus to proceed with its plan in an organized fashion with very
positive results.
Financial Considerations: State solid waste grants and loans are tied to
having an updated Short Term Work Program (STWP). Our participation is
therefore the best course of action.
Legal Considerations: Non-Compliance would result in Columbus being placed on
a State listing of local governments not eligible for solid waste grants and
loans.
Recommendations/ Actions: That the Mayor and City Council concurs with the
revised Columbus Solid Waste Management plan and Short Term Work Program.

A RESOLUTION AUTHORIZING THE TRANSMITTAL OF THE COLUMBUS REVISED WASTE
MANAGEMENT PLAN AND SHORT TERM WORK PROGRAM TO THE LOWER CHATTAHOOCHEE REGIONAL
DEVELOPMENT CENTER (LCRDC) FOR ITS REVIEW.
WHEREAS, the revised Solid Waste Management Plan and Short Term Work Program
complies with the requirements of the Georgia Solid Waste Management Plan; and,
WHEREAS, the plan and program once approved by the State of Georgia will be
utilized as the principal planning document for solid waste.
NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY
RESOLVES AS FOLLOWS:
That the City Manager is hereby authorized to proceed with presentation of the
revised Solid Waste Management Plan and Short Term Work Program for Columbus
Muscogee County to the Lower Chattahoochee Regional Development Center.
Introduced at a regular meeting of the Council of Columbus, Georgia, held
the __ day of _______ ___, 2003 and adopted at said meeting by
the affirmative vote of __________ members of said Council.
