SUBJECT: The Retired and Senior Volunteer Program (RSVP)

Recommendation: Approval is requested to submit an application and accept
federal funding for the Retired and Senior Volunteer Program (RSVP).
Background: A continuing resolution has been authorized by Columbus Council
each spring since the inception of RSVP in 1973. The resolution specifies the
federal funds being applied for and gives an estimate of the local funding.
The RSVP of Columbus provides opportunities for Senior Adults from all
backgrounds, ages 55 and above, to utilize their knowledge, experience, and
talents in meaningful volunteer service to the community.
The Retired and Senior Volunteer Program (RSVP) is jointly funded by the City
of Columbus and the Corporation for National and Community Service, which is
the federal sponsor. RSVP continues to respond to the changing needs of the
community. Currently, there are approximately 330 active volunteers who render
approximately 53,000 service hours annually at 50 volunteer Stations in
Columbus and at Fort Benning. Some of the referenced sites are: Area Agency on
Aging, Meals on Wheels, The Mayor?s Office, The Government Center, The Columbus
Police Department, Girl Scouts, The Pastoral Institute, Martin Army, and the
Columbus Convention and Visitors Bureau.
Financial Considerations: The total project cost for the 2002-2003 project
year is estimated to be $78,802, of which $29,103 is estimated to be federal
share and up to $49,699 is estimated to be the local share. The local funds
have been requested in the City?s 2003 budget. This period of the program
applications is from July 1, 2002 through June 30, 2003.
Recommendation/Action: Request approval to submit an application and accept
federal funding for the Retired and Senior Volunteer Program (RSVP).

A RESOLUTION AUTHORIZING THE CITY MANAGER TO FILE AN APPLICATION WITH THE
CORPORATION FOR NATIONAL AND COMMUNITY SERVICE TO CONTINUE THE RETIRED AND
SENIOR VOLUNTEER PROGRAM (RSVP).
WHEREAS, under the authority of the National and Community Trust Act of
1993, monies are available for the continuation of the Retired and Senior
Volunteer Program (RSVP); and,
WHEREAS, the total project cost is estimated to be $78,802 of which
$29,103 is the federal share and the local matching share is not to exceed
$49,699; and,
WHEREAS, said amount for the local match has been requested in the
FY?03 Budget and will be available if the budget submitted is approved and may
be amended as requested; and,
WHEREAS, the period of the program application is from July 1, 2002
through June 30, 2003; and,
NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA HEREBY RESOLVED AS
FOLLOWS:
I.
That the City Manager is hereby authorized to file an application and
accept funds from the Corporation for National and Community Service to
continue the Retired and Senior Volunteer Program for a total program cost
estimated to be $78,802, with the local matching share not to exceed $49,699;
and,
II.
If said application is approved and the local matching share is
approved in the FY?03 Budget, the City Manager may also enter into the contract
for the program accordingly and amend fund 216-270-4432.
