Council Members
The custodial service contract with Southeastern Facility Management will

terminate on Saturday August 31, 2002 for the Government Center, East and West

Wings and the Annex building on 10th Street. We want to thank Southeastern

Facility Management for loyal and dedicated service. Termination of the

contract with Southeastern was a budget decision and not based on level of

service or lack of performance.



Effective Tuesday September 3, 2002, custodial service will be provided

inhouse using inmate crews. The crews will actually be on board the week of

August 26, 2002. During this week they will be going through orientation,

getting equipment and supplies in place in preparation to take over the service

on September 3rd.



Custodial Service Coordinator Bob Humiston and Custodial Service Crew Leader

Henry Hughes will oversee daytime custodial service (Monday - Friday, 8:00 am -

5:00 pm ) for those offices where it was not possible to do night service.

They will also respond to any emergencies or immediate custodial service

requirements to other offices.



The Custodial Service Coordinator will coordinate requirements and provide

directions to the two (2) Correctional Supervisors who will each supervise an

(8) eight - inmate crew. These crews will provide custodial service from 5:00

pm - 12:00 pm., Monday through Friday. These inmates have been carefully

screened and classified with minimum security or trustee status. Even though

they have minimum security status, they will not be allowed to move freely

throughout the building. The Correctional Officer will keep them all on the

same floor as they clean and will keep them in close view.



Also, effective September 3, 2002, the attached guidelines below will apply to

all employees working around inmates. We are requesting that each department

director share these guidelines with employees and post them to remind

employees of what is required. I have also attached guidelines that will apply

to inmates with blue stripes and guidelines that will apply to inmates in red

shirts. We will have a zero tolerance policy for violations of the established

guidelines.



Guidelines for inmates in blue stripes have been approved by Warden Charlie

Golden and those for inmates in red shirts have been approved by Sheriff Ralph

Johnson.

GUIDELINES FOR WORKING AROUND STATE INMATES



These guidelines are established to inform all staff members of Georgia

Department of Correction Standard Operating Procedures and Rules concerning

state inmates. These guidelines are applicable to County Jail Inmates.



Inmates are not allowed to:

Receive or send mail or packages while on detail.

Have visitors while on detail.

Receive money, gifts or gratuities (cigarettes, candy, sodas, alcoholic

beverages

etc).

Use telephones, radios or any communication devices.

Wear non-regulation clothing.

Work on any privately owned equipment.

Have access to classified material.



Please do not give inmates:

Any personal information (i.e. phone number, address, etc.)

* It is best to never give anything to inmates.



Inmates will attempt to become friendly with staff members and discuss their

personal problems in an attempt to get sympathy and assistance from the

individual to communicate with someone for them or to get personal favors.

Inmates will also make flattering comments about family photographs in your

office (e.g. that is a beautiful child, is that your grandchild/child) in an

effort to become friendly. Avoid the bait. Tell the inmate that you suggest he

concentrate on his job and not concern himself about your personal life.

Remember, they are convicts and will attempt to run a con on you. Always be

professional, be firm and be fair.



Inmates are humans and should be treated with decency and respect but do not

become friends with an inmate. At no time should an inmate be referred to as

boy or any other derogatory term.



If you follow these guidelines, the increased presence of inmates in the

Government Center Complex will not affect the efficiency of your office or

disrupt work activity in your environment.



If you have an incident involving a state inmate (white uniform with blue

stripes) that makes you uncomfortable, please call Facilities Maintenance at

653-4079 and report the details of the incident. Incidents involving county

jail inmates call the Sheriff Department and report the details of the incident.



Georgia Board of Correction Rule - paragraph e. States anyone found violating

the provisions of this Section shall be guilty of a felony and upon conviction

thereof, shall be imprisoned for not less than one, nor more than five years.

Anyone who violates this code will be subject to disciplinary action.











GENERAL RULES FOR STATE INMATES (Blue Stripes)

WORKING IN THE GOVERNMENT CENTER COMPLEX



Inmates provide a valuable and cost efficient labor source for Columbus

Consolidated Government. With this efficiency comes an increased presence of

state and county jail inmates in the Government Center Complex.



To maximize this efficiency, occasionally state inmates will be unescorted by

the responsible staff person in the Government Center Complex. The unescorted

inmate is not in violation of Georgia Department of Corrections (GDC) Standard

Operating Procedures (S.O.P.). Georgia Department of Corrections S.O.P. number

IIB03-004, permits minimum security classified inmates to work unescorted with

hourly checks by the responsible staff member. A responsible staff person

should escort County Jail inmates whenever they are not under the immediate

control of the sheriff deputy.



To provide for an environment where members of the community and staff feel

safe and not threatened by the presence of inmates, the following rules will be

instituted: (see the attached memorandum pertaining to county jail inmates from

Sheriff Johnson).



This section has been detached for Inmate?s acknowledgement.

? Inmates are not allowed to ride on the elevators with a lone woman.



? When everyone exits the elevator except for one (1) woman,

the inmate must also exit.



? Inmate will not enter an elevator occupied with only one (1)

woman.



? Inmates are not allowed to engage anyone in conversation that is not job

related.



? If someone addresses the inmate on a subject not related to the

job, the inmate will politely respond to that person informing

them that the dialogue could cause the inmate to lose his current

position.



? Inmates will not accept anything from anyone not in his line of

supervision.



All inmates are reminded that these rules are for their protection against

false accusations.



Anyone accused of violating any of these rules are subject to removal from

their current position.

Effective September 1, 2002 the following policy will be implemented with

regard to the request and use of County Jail inmates:



County Jail inmates are screened as part of a classification process to

determine if they meet the criteria for working as a trustee. For this reason,

the number of available trustee?s will vary. As a result, we may not have

enough trustee?s available to provide for the services requested. Therefore,

all requests for trustee labor must be made three day?s in advance of the date

needed. We will make every effort to provide the requested number of trustee?s

based on availability. Requests should be sent by email to Captain Nance at the

jail.



All inmates provided at the request of the various city departments will work

under the following guidelines:



? Sheriff?s Office personnel will escort inmates to the area in which they are

being assigned to work.

? Once on site, inmates are to be supervised by members of the department they

are assigned to and are to remain within that particular work area.

? Inmates are not to leave their assigned work area for any reason unless

accompanied by an employee of that department.

? During breaks or lunch periods, inmates are to remain under the supervision

of their assigned department or returned to the Sheriff?s Office.

? When the work assignment is complete, inmates will be returned to the

Sheriff?s Office under supervision of an employee of the department assigned or

contact the Sheriff?s Office and someone will be sent to provide an escort back

to the Sheriff?s Office.

? Unless provided prior approval by the Sheriff?s Office, all inmates will

remain on the property of the Government Center Complex while on loan to a

department.

? In the event there is a problem with an inmate, the Sheriff?s Office should

be notified immediately.

? Inmates are not to have visitors or be provided with access to phones or

tobacco products.
