MINUTES # 20-03



The Columbus, Georgia, Board of Tax Assessors met Wednesday, May 21, 2003, at

2:00PM with Chairman Lawton Grantham, Assessors Ann Grantham, William Braxton

and Pat Hunter present. Also present was Chief Appraiser Martin J. Land.

Assessor Richard Stallings was absent



Assessor William Braxton made a motion to approve Minutes #19-03, Assessor Ann

Grantham second it, motion carried unanimously.



Met with Mr. Seth Harp regarding the denial of his Conservation Use Application

for parcel ID 136 001 021. The Board advised Mr. Harp they denied the

application because in their opinion the land does not meet the requirements

set forth in the Georgia Code 48-5-7.4. Mr. Harp said Randall Creek Farm is 600

acres subdivided into small farms. He told the Board he was growing timber for

harvest. He said F&M Forester Service had marked the timber for harvesting but

the market price is too low, so he has to delay the harvesting of the timber.

He said he has arranged for controlled burning as part of his management plan.

He told the Board the other property owners have given him permission to cut

and sell the timber. He said when the timber is cut he was going to replant

with long leaf pine. The Board asked Mr. Harp to submit a copy of his

management plan and proof from the property owners in Randall Creek Farms

giving him permission to cut and sell the timber. Mr. Harp was also advised

that in order for him to have a valid appeal he must file a written appeal with

the Board of Tax Assessors within the 30 days required by Georgia law.



Met with Mrs. Coley representing Health Services Consultant Project, Inc.

regarding a request for non-taxability for property located at 4157 Alton

Street (Parcel ID 063 012 017). Mrs. Coley said she wanted to know if the

property at 4157 Alton Street qualifies for tax exempt status. She said Health

Services Consultant Project, Inc. is a 501 non-profit organization. She said it

is an adult daycare center where people are dropped off to give family members

a break; the payments are on a sliding scale basis; they also receive payments

from Medicaid. She said they take anybody except bedridden patients since they

are not able to take care of them. She said the facilities are available to

anyone even if they are unable to pay. She said two people are working there

now, but they plan to increase the staff in the future. The Board asked Mrs.

Coley to furnish copies of the by-laws and articles of incorporation.
