COUNCIL BRIEFING
Meeting
February 1, 2005
Members Present: Mayor Pro Tem John J. Rodgers and Councilors R. Gary Allen,
Wayne Anthony, Glenn Davis, Berry Henderson, Charles E. McDaniel, Jr., Evelyn
Turner Pugh, Nathan Suber and Evelyn Woodson. Also present were Mayor Robert
S. Poydasheff, Interim City Manager Isaiah Hugley, City Attorney Clifton Fay,
Deputy City Manager Richard Bishop, Clerk of Council Tiny B. Washington and
Deputy Clerk of Council Sandra Davis.
Members Absent: Councilor Julius Hunter, Jr. was absent.

This meeting was called to order at 5:14 p.m., in the Council Chambers
Conference Room, Plaza Level of the Government Center.

Mid-Year Adjustment:
Interim City Manager Hugley reported that the mid-year budget adjustments would
be brought before the Council on next Tuesday.

Agenda:
Interim City Manager Hugley outlined the item for discussion, as well as, an
upcoming meeting and are listed as follows:
? Road Improvements: City Manager Richard Bishop would provide an update on
the Mobley/River Road project and Moon Road improvements.
? Orchard Grove Mobile Home Park There is a meeting scheduled with the Orchard
Grove Mobile Home Park residents on February 2, 2005, at the Oxbow Meadows Golf
Course Club House, at 6:00 p.m.

Road Improvements:
Deputy City Manager Bishop reported that the contract for the Mobley Road/River
Road Intersection has already been awarded. He explained the reasons for delay
being the wait for DOT to get started to be able to receive the contract
funding. He projected that the work would begin within the next week or two.
He advised that the work consist of traffic signals and turn lanes.
Deputy City Manager Bishop reported that Moon Road is listed in the
Transportation Improvement Plan (TIP) to be four-lanes divided. He explained
that four-lanes would impact the community; therefore, we would be researching
some alternatives to take to the public in late spring. He said that we are
expecting that the end results would be intersection improvements and turn
lanes.
Councilor Allen expressed concerns about the potholes in the area and asked
that the staff touch those areas up. Councilor Davis suggested that the staff
get in contact with the developers, because of all of the development that is
going on in the area. He then asked that the staff look at the area of New
Whittlesley up to Weems Road to check on the possibilities of putting in a turn
lane. Deputy City Manager Bishop explained that this study would be addressing
that area, because it begins at Wilbur and moves all the way to J.R. Allen
Parkway.

Snow Storm:
Councilor Anthony commended Department of Public Services Director Rufus Riggs
and the employees in Public Services for quickly responding to the ice storm by
putting sand on the roadway for travelers.
In reference to the snowstorm, Interim City Manager Hugley reported that we
received 126 calls over the weekend related to trees and limbs being down and 3
property damages. Interim City Manager Hugley also commended Public Safety for
their efforts during the storm. He added that in speaking with the Department
of Fire and EMS Chief Roy Waters and Emergency Management Director Riley Land,
we decided to open emergency shelters on Saturday night. He spoke of the
advertisement efforts that were made to get the word out. He also commended the
utility companies for their assistance. He mentioned that we would continue
this communication involving constant contact with the members of Council into
the future, when we have situations of this nature. Councilor Davis asked that
the staff check with Georgia Power to see if they have some measures in place
to do some clean up in the area.

Public Services Delays:
Interim City Manager Hugley projected that there would be some delays in the
pick up of debris or limbs, because of all the material that would be placed on
the curbside due to the storm.

concluded, this meeting adjourned at 5:25 p.m.
