SUBJECT: Urban and Community Forestry Financial Assistance Program -
Administered by the Georgia Forestry Commission

Recommendation: Authorize the City Manager to submit and, if approved, accept
a grant for $10,000 from the Urban and Community Forestry Financial Assistance
Program as administered by the Georgia Forestry Commission and amend the
multi-governmental fund as needed.
Background: The Urban and Community Forestry Financial Assistance Program is
designed to encourage citizen involvement in creating and supporting long-term
and sustained urban and community forestry programs throughout Georgia.
Programs eligible for consideration include educational training and urban tree
planting plans.
Analysis: Funds are available from the Georgia Forestry Commission to develop
and deliver educational opportunities and an urban tree- planting program on a
50-50 matching fund basis. Funds can be a combination of cash and in-kind
services.
Financial Considerations: The total amount of the project is $20,000.
Matching funds are proposed as follows: $8,600 cash match and $1,400 in-kind
match to total the fifty percent required of $10,000. Funds have been allocated
in the FY 03 recommended budget.
Recommendations/Actions: Authorize the City Manager to submit and, if
approved, accept a grant for $10,000 from the Urban and Community Forestry
Financial Assistance Program as administered by the Georgia Forestry Commission
and to amend the multi-governmental fund as needed.

A RESOLUTION AUTHORIZING THE CITY MANAGER TO SUBMIT AND, IF APPROVED, ACCEPT A
GRANT FROM THE URBAN AND COMMUNITY FORESTRY FINANCIAL ASSISTANCE PROGRAM FOR
$10,000.00 FOR THE DEVELOPMENT AND DELIVERY OF AN URBAN TREE PLANTING PROGRAM
AND EDCUATION PROGRAMS TO SYSTEMATICALLY PLAN THE REPLACEMENT AND TO PROMOTE
AND IMPROVE THE CONDITION OF THE URBAN FOREST OF COLUMBUS GEORGIA AND AMEND THE
MULTI-GOVERNMENTAL FUND AS NEEDED.
WHEREAS, funds have been made available through the Urban and Community
Forestry Financial Assistance Program as administered by the Georgia Forestry
Commission; and,
WHEREAS, programs eligible for consideration include educational
training and urban tree planting plans; and,
WHEREAS, The Department of Public Services will coordinate the
development and delivery of both the Urban Tree Planting and Education Programs
through partnering with other Departments and outside agencies; and,
WHEREAS, the Columbus Consolidated Government will apply for financial
assistance in the amount of $10,000 and there is a fifty percent required
match. Matching funds are proposed are $8,600 cash match and $1,400 in-kind
match to total the fifty percent required. Matching funds have been allocated
in the FY03 recommended budget.
NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS
FOLLOWS:
(1) That the City Manager is hereby authorized to submit and, if
approved, accept a grant from the Urban and Community Forestry Financial
Assistance program, as administered by the Georgia Forestry Commission, for
$10,000 to develop and deliver educational opportunities and an urban tree
planting program.
(2) Amend the multi-governmental fund as needed.
