MINUTES OF THE MEETING OF THE
DEVELOPMENT AUTHORITY OF COLUMBUS GEORGIA
January 6, 2005

Bob Gilson, Chairman, noting that a quorum was present and proper notice had
been given in accordance with the requirements of Georgia law, called the
January 6, 2005 meeting to order.
MINUTES
Upon motion made by Stella Shulman and seconded by Dick Ellis, the Authority
unanimously approved the minutes of the December 2, 2004 meeting hereto
attached as Exhibit ?A?.
FINANCIAL REPORT
Fernando Verdree reviewed the financial information and upon motion made by
Allen Taber and seconded by Jimmy Yancey, the Authority unanimously approved
the December 2004 Financial Report which is attached hereto as Exhibit ?B?. He
reported that the Miller Loan needs to be renewed. Upon motion made by Dick
Ellis and seconded by Stella Shulman, the Authority unanimously approved to
renew the Miller Loan for up to 3 years.
ECONOMIC DEVELOPMENT UPDATE ? Becca Hardin reviewed the report which is
attached as Exhibit ?C?. There are 15 active projects with for of them being
?hot.? All of the ?hot? ones are international. First Data/Remitco grand
Opening is January 21st. Our 2005 focus was presented to the state project
managers. We received good feedback from IDC consultant who visited recently.
She will be visiting an Austin consultant later this month. Preparations are
underway for both Chamber annual meeting and Valley Partnership annual meeting.
PROPERTY
Dayton Preston reported the following:
1. Most of the panels on the MTP Spec Building are on and the roof is half
finished.
2. The bids on the Easter Connector have been let. The bids can be lowered
since 140,000 cubic yards of dirt can be provided.
3. We are getting more prospect activity since have more property available now.
4. Becca recognized the support by Carmen Cavezza, Richard Bishop and Isaiah
Hugley for the project looking at Victory Drive.

LEGAL ISSUES
Upon motion made by Jimmy Yancey and seconded by Dick Ellis, the Authority
unanimously approved the resolution attached hereto in the form of Exhibit ?E?
authorizing Sun Chemical Corporations to assign all rights and obligations to
KPG and the Authority to release Sun from all obligations with respect to the
Polychrome Corporation Project Bond Issue Series 1990.
OTHER ISSUES
On behalf of the Authority, Bob Gilson expressed appreciation to Carmen Cavezza
for his support as City Manager. Ed Sprouse read RESOLUTION IN APPRECIATION
FOR EXTRAORDINARY SERVICE OF CARMEN J. CAVEZZA. Upon motion made by Jimmy
Yancey and seconded by Dick Ellis, the Authority adopted the resolution
attached hereto in the form of Exhibit :D?. Carmen Cavezza made a few remarks.
There being no further business to come before the Authority, the meeting was
adjourned by Bob Gilson, the chair.
