Recommendation: Approve the cost of the demolition of thirteen structures, as
priced by Reaves
Wrecking Company, Inc. A Status Report and Chronology is attached for each
structure.
Background: Upon routine investigation, Housing Code Inspectors made
inspections of the properties, took photographs and wrote up the structures
according to the unsafe building ordinance (Section 8-81 - 8-90 of the Columbus
Code of Ordinances). Inspections and Code Enforcement Division notified the
owners of the hearings, held hearings, and then mailed notices to the owners,
giving them 45 days in which to demolish or to repair the structures.
Analysis: No progress has been made on the following: 3751 Cusseta Road,
Allen, 4333 Hancock Road, Aplin, 1006 Calvin Avenue, Brown, 2900 Veterans
Parkway, Coley, 2310 N. Andrews Circle, Hollis, 6747 Mitchell Drive, Jackson,
1415 -29th Street, Jordan, 621 Radcliff Avenue, Roberson, 44 & 46 Muscogee
Drive, Ryder, 2004 - 3rd Avenue, Tew and 3042 Knox Street 1&2, U. S. Bank
National. Some progress has been made on the following: 2901 Colorado Street,
Carter, 336 Clover Avenue, Rear, James.
Alternatives: The only alternative to the City?s proceeding with the
demolition will be for the owners to complete the demolition of the structures
prior to approval by Council.
Financial Considerations: Demolitions under City contracts are funded by the
Community Development Block Grant Program (CDBG). The City has signed an
annual contract with Reaves Wrecking Company, Inc., to do all of the
demolitions for the City. Upon completion of the demolitions, the City will
pay Reaves with funds from CDBG and will file liens against the properties for
the cost of the demolitions. These liens will have to be repaid to the City
before the owners can sell the properties.
Legal Considerations: All precautions have been taken to assure that the
owners received proper notification of all actions by the City. The annual
contract between Reaves Wrecking Company, Inc., and the City outlines the
responsibility of Reaves in performing their work.
Recommendations/Actions: Approve the costs, as priced by Reaves, for the
demolition of the structures and the clearing of the lots of the debris.

5-25-99 Housing Code Inspector inspected the property, found the structure to
be fire damaged, made photographs of the property, and wrote up "Inspector's
Condemnation Report".
6-9-99 Notice of hearing to be held mailed to owner of record.
6-23-99 Hearing held. Forty-five day "Notice to Repair or Demolish" delivered
to owner's mother.
8-25-99 Inspections revealed that structure had been boarded up, sprayed red D.
(Further investigation revealed that insurance company boarded up
house.)
9-17-99 Letter mailed to owner that we were requesting asbestos survey, after
which we would get price from Reaves Wrecking, and send to Council for approval
of demolition.
9-21-99 Ms. Hollis called after receiving asbestos letter, she has not received
insurance check to repair house.
9-22-99 Housing Code Coordinator talked with Lt. Robert Walker, Arson
Investigator Columbus Fire Department, house burned 5-25-99, caused by wires in
basement, Inspections & Code was informed and Housing Code Inspector condemned
the property. A second fire occurred 5-31-99, illegal tenant ran electric cord
from house next door and fire was caused by smoking in bed.
Columbus Fire Department is finished with physical evidence.

9-27-99 Per Bill Hardegree, attorney with insurance company wanted Ms. Hollis
to answer questions and sign papers, etc. Ms. Hollis would not cooperate and
the insurance company could not locate her. There is apparently no settlement
pending with her as she will not cooperate with insurance company.
10-8-99 Attorney Jim Patrick called and talked with Bill Duck. He will assist
Ms. Hollis in dealing with insurance company. Will keep us informed of
progress.
11-17-99 Housing Code Coordinator called Jim Patrick, Attorney, for status
update. He advised that insurance had not paid and that they want Ms. Hollis
to settle for less money than replacement costs.
Housing Code Coordinator responded to a call from Cathy Morgan, 1st
Union Bank, they are the insurance beneficiary and have filed a proof of loss.
Ms. Morgan wanted to know if we will allow Ms. Hollis to rebuild. Housing Code
Coordinator advised her that we would. The bank will administer the funds for
renovation once the insurance has paid.
2-23-00 Housing Code Coordinator call Mr. Hardegree, who advised her that Ms.
Hollis had not given statement under oath. Ms. Hollis had called him the day
before the exam and stated that she could not appear, but that her attorney,
who she refused to name, would contact him. Mr. Hardegree has heard nothing
from attorney. In May, the statue of limitations will expire (May 31, 2000).
Mr. Hardegree will call Jim Patrick, any correspondence will be copied to us.
5-2-00 Mr. Hardegree advised that he had gotten statement under oath from Ms.
Hollis on 4-20-00. Insurance company has offered to settle with her for
$27,000, the cost of repair, but Ms. Hollis wants $47,000, which is the limit
the insurance company will pay. Extended to 7-1-00
Mr. Patrick is not representing Ms. Hollis, Hillman Toombs is new
attorney.
7-11-00 Per Mr. Hardegree, Ms. Hollis will not accept offer from insurance
company. She wants more money, however; Southern Mutual sent her a check for
$26,900. Per Martin Wells at insurance company, Ms. Hollis was sent a letter
with mediator offers (insurance will pay her more if insurance company adjuster
and Ms. Hollis ' adjuster and mediator agree that loss was more than $27,000).
Ms. Hollis has not responded to offer.
Per Cathy Morgan, 1st Union Bank, she did not know that Ms. Hollis had
been sent a check.

insurance company cancelled insurance on this property in July. Ms. Hollis did
not get any more insurance, so 1st Union is calling their loan due. Demolition
process will proceed.

(Ms. Hollis did not cash, so they stopped payment.)
1-12-01 Received letter from Ms. Hollis advising that she had not settled with
insurance company .
1-30-01 Letter mailed to owner requesting an appointment to meet an inspector
on site. No response received from Ms. Hollis.
7-20-01 Notice sent to owner providing a list of minimum requirements to bring
property in compliance with the applicable codes.
8-29-01 Inspections revealed that house is boarded up. We will extend to see
if Ms. Hollis repairs.
