Minutes

July 20, 2004





Present: Mayor Bob Poydasheff and Mayor Pro Tem Jack Rodgers. Councilors Nathan

Suber, Glenn Davis, Evelyn Turner-Pugh, Berry Henderson, Gary Allen and Wayne

Anthony. Mr. Carmen Cavezza, City Manager; Mr. Tom Barron, Human Resources

Director; Mr. Clifton Fay, City Attorney; Mr. Isaiah Hugley, Deputy City

Manager; Ms. Angela Cole, Finance Director; Ms. Liz Turner, Chief

Administrator; Mr. Richard Bishop, Deputy City Manager; Mr. Rufus Riggs, Public

Works Director; Ms. Rachell Buice, Assistant Public Services Director and Mr.

Will Johnson, Zoning Administrator. Also present were Ms. Tiny B. Washington,

Clerk of Council and Triena B. Sharpe, Administrative Specialist.



Absent: Councilors Julius Hunter Jr., Evelyn Woodson and Charles McDaniel.



Location: Council Chambers conference room, on the Plaza level of the

Government Center.



Meeting began at 8:40 a.m.



Exempt and Non-Exempt Employees:

Mayor Poydasheff began the meeting by informing everyone about the meeting with

Page Scranton, Sprouse, Tucker and Ford, PC on the issue of exempt and

non-exempt employees, emphasizing the Ordinance must be changed to reflect the

exemption status. He also stated that there is no standard and the amendment

must be revisited as a result of the court decision.



Stump Grinding:

Mr. Cavezza re-presented the proposal for Stump Grinding with detail facts

being shared by Ms. Buice in reference to the cost/savings, dimensions of

stumps, effects of current contract, effect of hiring 2 versus 1 person,

in-house advantages, comparison with other regions and the equipment that was

approved for FY04.



Mr. Cavezza requested recommendations from the Council in reference to the

proposal of Stump Grinding in-house. Several Councilors, City Manager Cavezza

and Ms. Buice continued brainstorming the alternatives, concerns and skill

level requirements for several minutes. Council agrees to revisit the subject

at a later date and requested City Manager Cavezza return with answers to the

concerns posed at this meeting.
