SUBJECT: Bureau of Justice Administration (BJA)-Local Law Enforcement Block

Grant (LLEBG)

Recommendation:

! Approval is requested to accept a Local Law Enforcement Block Grant

for $167,537 from the Bureau of Justice Administration, approve the

allocation of a 10% matching fund of $18,615 for a total of $186,152.

! Authorize to reallocate $35,043 for FY02 Grant;

! Amend the budget by increasing the Multi-Governmental Fund by

$186,152. This represents the total of the FY03 Grant ($167,537) the local

match ($18,615).



Background: This is a continuation of the grant program which the Council has

approved for the past six years. On September 17, 2003 the BJA Advisory Board

met to hear recommendations for the expenditure of FY2003 funds.



Analysis: The board unanimously voted to approve the attached projects from the

Muscogee County School District, the Muscogee County Sheriff's Office, the

Columbus Police Department, the Columbus Fire Department, the Columbus Drug

Court, Columbus Rape Crisis and Children's Tree House.



Financial Considerations: The attached resolution will authorize the acceptance

of the grant of $167,537 with a 10% match of $18,615 and authorize the

reallocation of $35,043 in remaining funds from the FY02. The reallocation

amount was approved by previous action of Council.



Legal Considerations: As required by the grant the BJA/LLEBG Advisory Board

approved the allocation of funds, a public hearing is being held to discuss the

allocation of funds and a request is being made for Council approval.



Recommendation/Action:

! Authorize acceptance a Local Law Enforcement Block Grant for $167,537

from the Bureau of Justice Administration, approve the allocation of a 10%

matching fund of $18,615 for a total of $186,152.

! Reallocate $35,043 in remaining funds from the FY02 Grant.

! Amend the budget by increasing the Multi-Governmental Fund by

$221,843. This represents the total of the FY03 Grant ($167,537) the local

match ($18,615) and the remaining funds from the FY02 Grant ($35,043).
