A RESOLUTION
NO.
WHEREAS, former Columbus Mayor J. W. "Bill" Feighner died on December 30, 2004
at his home at the age of 88;
WHEREAS, he was elected Mayor in 1982 after running as a independent and was
instrumental in planning the limited-access design for the J. R. Allen Parkway
in North Columbus;
WHEREAS, he laid the foundations for public-private partnerships which have
been so critical to the progress of the Columbus community in recent years;
WHEREAS, he was born on September 17, 1916 in Marion, Indiana, son of Lucille
Ferguson and Harry Wilbur Feighner, earned a bachelor of science degree from
Purdue University and married Margaret Gordon Richards of Columbus;
WHEREAS, he served in the U.S. Army Air Corps in 1942 as an engineer and
statistical officer in the China-Burma-India Campaign and was discharged as a
Captain in 1946;
WHEREAS, he worked for the Tom Huston Peanut Company from 1946 through 1980,
serving as President and CEO from 1958-1979. and as Vice-President and Director
of successor General Mills, Inc. until his retirement in June, 1980;
WHEREAS, he served 13 years on the Muscogee County Board of Education and also
served on the boards of the Columbus Water Works, Boy Scouts of America, YMCA,
United Way, American Cancer Society, Red Cross, St. Francis Hospital and the
former board of the Columbus College Foundation;
WHEREAS, he remarried Marion Taylor of Hilton Head, South Carolina during his
last year as Mayor and is survived by his wife, two daughters Barrett Bain of
Spartanburg, South Carolina and Katherine Van Allen of Lynchburg, Virginia, son
James W. Feighner, Jr. of Columbus, three stepdaughters, seven grandchildren
and six great-grandchildren.
NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA HEREBY RESOLVES:
We hereby express our sincere condolences and deepest sympathy to the family of
Mayor J. W. "Bill" Feighner. His service to the Columbus community and his
country will long be remembered. Let a copy of this Resolution be forwarded to
the family of Mayor J. W. "Bill" Feighner.

Introduced at a regular meeting of the Council of Columbus, Georgia held on the
8th day of February, 2005, and adopted at said meeting by the affirmative vote
of members of Council.
