COUNCIL BRIEFING
Meeting
August 10, 2004
Members Present: Mayor Pro Tem John J. Rodgers and Councilors R. Gary Allen,
Wayne Anthony, Glenn Davis, Berry Henderson, Julius Hunter, Jr., Charles E.
McDaniel, Jr., Evelyn Turner Pugh, Nathan Suber and Evelyn Woodson. Also
present were Mayor Robert S. Poydasheff, City Manager Carmen Cavezza, City
Attorney Clifton Fay, Deputy City Managers Isaiah Hugley and Richard Bishop and
Deputy Clerk of Council Sandra Davis (arrived at 8:52 a.m.)
Members Absent: No one was absent.

This meeting was already in progress when the Deputy Clerk of Council arrived
in the Council Chambers Conference Room, Plaza Level of the Government Center
at 8:52 a.m.)

Comprehensive Plan:
City Manager Cavezza advised that we are close to having a document that people
can live with across the board. He said that there would be a first reading
next week and people can come in to express themselves.
When asked about the Planning Advisory Commission recommendation, City Manager
Cavezza recalled that when we went to PAC with the Comprehensive Plan, the
members stated that they did not support it and the Council asked the staff to
go back to them to be more specific about why they did not support it. Deputy
City Manager Richard Bishop pointed out that the PAC members did not provide
any comments. He also corrected a previous comment that was made by stating
that the Comprehensive Plan is in resolution form and not an ordinance;
therefore, it would be listed on the City Manager?s Agenda.
After Councilor Davis asked if the homebuilders have had an opportunity to view
the proposed amended Comprehensive Plan, at which time, City Manager Cavezza
reiterated that everyone would have an opportunity to address it. Councilor
Henderson called attention to one of the proposed changes pertaining to the R-2
zoning classification that deals with, not so much lot size, but the lot
width. He suggested that it would be a good idea to have a general discussion
on the Comprehensive Plan resolution when it is listed on the agenda.
City Manager Cavezza said that let?s bring it back and brief the Council on it
next week and delay the resolution.

Fire & EMS Department:
City Manager Cavezza advised that there are four battalion chiefs retiring and
four people off the list would be going into those positions and asked if the
Council had any objections to filling these positions. There were none.
Councilor Suber asked about the number of people on the promotion waiting list,
at which time, City Manager Cavezza said that he does not have that exact
number, but Chief Roy Waters had shown him a list of approximately eighty
people a couple of months ago.

There being no further business to discuss and with the dialogue being
concluded, this meeting adjourned at 8:57 a.m.
