An Ordinance amending the Zoning Atlas of the Consolidated Government

of Columbus, Georgia; this amendment changes certain boundaries of a district

located along the south side of St. Mary?s Road, south of Northstar Drive, from

R-2 (Low Density Residential) District to R-3A (Medium Density Residential)

District.



THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY ORDAINS:



That the Zoning Atlas on file with the Planning Division of the

Department of Community and Economic Development be, and the same is hereby

amended by changing the following described property from R-2 (Low Density

Residential) District to R-3A (Medium Density Residential) District:



Commencing at an iron stake along St. Mary?s Road where the northeast corner of

property owned by Georgia Power Company and the northwest corner of property

owned by Ted Freeman border one another; said iron stake marks the point of

beginning. Thence running S 70 degrees 10 minutes 00 seconds E a distance of

80.61 feet to an iron stake; thence running S 12 degrees 47 minutes 00 seconds

W a distance of 355.55 feet to an iron stake; thence running along a radius of

207.92 feet of a curve a distance of 165.48 feet to an iron stake; thence

running S 32 degrees 49 minutes 00 seconds E a distance of 188.53 feet to an

iron stake; thence running along a radius of 341.58 feet of a curve a distance

of 161.52 to an iron stake; thence running approximately 235.00 feet south

through the Georgia Power Company easement to an iron stake; thence running S

86 degrees 10 minutes 00 seconds E a distance of 170.0 feet to an iron stake;

thence running S 48 degrees 15 minutes 18 seconds W a distance of 240.0 feet to

an iron stake; thence running S 17 degrees 46 minutes 51 seconds W a distance

of 147.97 feet to an iron stake; thence running S 04 degrees 52 minutes 01

seconds E a distance of 240.0 to an iron stake; thence running S 77 degrees 33

minutes 47 seconds W a distance of 439.37 fee to an iron stake; thence running

minutes 00 seconds E a distance of 300.0 feet to an iron stake which marks the

point of beginning.



The above-described property is being rezoned with the following conditions:



1. All lighting shall be deflected internally using deflector shields.

2. Any external trash dumpsters / compactors shall be visually obstructed by a

structure that is aesthetically similar to the proposed project.

3. No external trash dumpsters / compactors shall be permitted along the

property lines bordered by the R-2 zoning district.

4. Left turn lanes shall be required as determined by the City Traffic Engineer.

5. Only one access to the proposed development shall be permitted.

6. A right-turn lane on St. Mary?s Road shall be required as determined by the

City Traffic Engineer.

7. Ingress and egress of this site shall align with the Northstar Drive

intersection.

8. Screening for air conditioners, refrigeration units, and heat pumps shall be

required for all development on the property.

9. No more than forty (40) townhouses / condominiums shall be permitted on the

property subject to rezoning.

10. The forty (40) townhouses / condominiums shall be located along the

northern and eastern sides of the lake.

11. The remaining property shall be developed as single family residential;

excluding patio homes / zero lot line homes.

12. The developer shall install a traffic signal at developer's expense at the

intersection of St. Mary's Road and Northstar Drive, as specified by the City

Engineer and prior to the issuance of a certificate of occupancy.
