MINUTES OF MEETING
July 26, 2005
The Greater Columbus Golf Authority held the scheduled monthly meeting at
Bull Creek Golf Course. Members present were Chairman Donald Clack, Floyd
Washington, June Holder, Richard Hagler, Earl Bagley, Michael Silverstein
and Rhudine Nelson. Members Nancy Wilkeson and Rev. Hill had an excused
absence. Staff members present were John Milam, Steve Brown and Jamie
Hughes.
Minutes of the June 28, 2005 meeting were approved as presented. Motion
made by Michael Silverstein and seconded by June Holder.
Pat O?Brien, USGA Southeast Director of Greens Section attended the
Authority meeting. Mr. O?Brien visited Oxbow and Bull Creek today and spoke
on conditions found at both courses and made recommendations for the future.
Oxbow greens ? Mr. O?Brien stated Oxbow keeps improving and the organic
matter build-up found in past years has been rectified with a steady
schedule of aeration and sanding greens, however, he would like to suggest a
ASTM 1641 test of organic matter (cholesterol test) be performed.
Recommended a new supplier for the paint and a paint gun to be used on the
greens during the dormant period. Recommended two new greens mowers to
replace old mowers at Oxbow.
Oxbow fairways ? Would like to see Primo added more often. Aeration roller
lifts up grass some and some scalping does occur. Would like to have a
roller at Oxbow to take care of this problem. Mr. O?Brien stated the
Round-up added in January does a good job and a weed free fairway is
possible with herbicides and chemicals providing money is available for
these treatments.
Bull Creek greens ? made same recommendation as above for painting the
greens during dormant period. Recommended a Tift Eagle nursery be
established for emergencies in case damage occurs to greens. Hole 13
East ? one small spot of surface water draining onto green needs attention.
This can be taken care of with curbing. Recommended six new greens mowers
to replace old mowers that are over ten years old.
Mr. O?Brien stated Bull Creek fairways are beautiful except for weeds, but
the weeds are not bad considering our budget.
Mr. O?Brien stated he thinks both courses are spending money as efficiently
as possible to produce the quality golf courses we have but he had major
concerns that the golf courses will suffer if the budget is not increased.
He said the escalating prices of fuel oil, which affects fertilizer and
chemicals, and the cost of equipment and labor increasing as he expects in
the next year or two would put both course in jeopardy if the budget is not
increased next year. Mr. O?Brien stated we have the finest city course in
Georgia but he had concerns that we cannot maintain our current level of
operation unless something is done to offset these increases. Mr. O?Brien
stated a written report of all findings and recommendations will be prepared
and mailed to John Milam.

? Repaired septic tank at Bull Creek. Steve was asked to secure cost to hook
to city sewer system.
? Greens aeration running late because of tropical storms in July.
? Pump station problems with 1 motor out.
? Steve was asked to give John Milam a list of equipment needed.
? Steve also reported Godwin Creek has been sprayed for weeds. Mowing and
irrigation work is being caught-up.
Jamie reported that mowing at Oxbow had fallen behind because of rains.
Bridge repair will be completed. Aeration of greens is planned next week.

Godwin Creek
Godwin Creek received a grant from First Tee program of $1,400 and a
donation of $10,000 has been received from the Kirven Foundation. The
Kirven Foundation has pledged $20,000 in 2006 and $20,000 in 2007.
Oxbow Creek
Oxbow Creek?s revenues and expenses are approximately the same as last year?s.
Bull Creek
Bull Creek?s unaudited revenue for June was $133,715 compared to $74,272
last year.
John stated we need to look at increasing fees to offset increasing costs of
operations.

Old Business
A motion was made at the June meeting by Richard Hagler and seconded by Earl
Bagley to offer a 5% one-time bonus on ordinary income for all employees of
Bull Creek and Oxbow Creek. Motion was made by Richard Hagler and seconded
by Michael Silverstein to amend the motion to give a one-time bonus of 5% to
full time employees and 2-1/2% to part-time employees. This amendment will
put us in line with the same bonus given city employees. Motion passed.
New Business
June Holder asked that a tentative list of Authority meeting dates and
places be prepared and given each Authority member for the year July, 2005 ?
June, 2006. Lists should be posted in conspicuous places in both clubhouse.
June also asked that the Authority receive a monthly schedule of major
events planned for coming month.
Earl Bagley made motion that the following slate of officers serve Authority
August, 2005 to July, 2006: Chairman, Richard Hagler, Vice Chairman,
Michael Silverstein, Secretary, Nancy Wilkeson. Motion was seconded by June
Holder. Motion carried. On behalf of the Authority, Earl Bagley thanked
Donald Clack for a job well done serving as Chairman for the past two years.
A motion was made at 5:05 p.m. to adjourn by Richard Hagler and seconded by
Mike Silverstein.
