Recommendation
Approval is requested to swap 4.35 acres of City own property located off \n \n Williams Road adjacent to Muscogee County School District (MCSD) property with \n \n the Muscogee County School District for 4.38 acres of MSCD property located off \n \n Williams Road adjacent to the ball fields and recreation center to re-align the \n \n boundary lines (see attached Plat).

Background
The exchange of property between the School District and Columbus, Georgia is

to re-align the boundary lines. This is a development by the City, of a

recreational area and the new school site being developed by the School

District. Muscogee County School District (MCSD). The City owns a tract of

land of which 4.35 acres, identified as a portion of Williams Road will be

exchanged to MCSD for the 4.38 acres owned by the MCSD. The area owned by MCSD

was purchased and developed with Land and Water Conservation Fund (LWCF) and

was also a Federal Lands-to-Parks (FTLP) project.The City property is a Federal

Lands-to-Parks project. In order to complete an exchange of the two (2)

parcels it is necessary to transfer recreational terms, conditions and

restrictions.
Analysis
The property is needed respectively by the MCSD and the City for the

construction of new school site and a recreational area. The transfer is

considered to be in the public interest of the Consolidated Government of

Columbus, Georgia.
Financial Considerations
The property will be transferred from the City by Quit Claim Deed with a

reversionary clause that states should the property no longer be used as a

school the property will revert back to the City, and from the Muscogee County

School District by a Warranty Deed.

Legal Considerations
The Council is authorize the transfer of this property to another government

entity pursuant to Columbus Charter, Section 7-501 (4).
Recommendations/ Actions
Approve the attached Resolution to accept the above-identified property for

transfer.
