Background
Two years ago and again last year Council approved a resolution in support of

the renovation of Traffic Gardens Apartments located at 1600 Fort Benning

Road. The 100 one and two bedroom apartments were to be renovated with

financial assistance from the Low Income Housing Tax Credit program from the

Georgia Department of Community Affairs. In both cases, the application was

not funded. Capitol Development Group of Atlanta is now preparing to file a

new application. Their intention is to demolish the existing structures on the

property and construct 144 new, affordable and high quality apartment units.

The group has already been awarded funds through the Affordable Housing Program

from the Federal Home Loan Bank of Atlanta that will be used in conjunction

with the Low Income Housing Tax Credit program.
Analysis
A Resolution of Support is needed by the applicant to score well on the

application. In addition, it offers new housing opportunities to this area.

The project is located within the Columbus Business Development Center

(Enterprise Zone).
Financial Considerations
Tax abatements under the City's Columbus Business Development Center will be

made available to this project.

A RESOLUTION

A RESOLUTION AUTHORIZING THE AMENDMENT OF RESOLUTION NO. 140-02 WHICH PROVIDES

FOR SUPPORT OF THE REDEVELOPMENT OF THE ROBIN'S TRACE APARTMENTS (F/K/A TRAFFIC

GARDENS).



WHEREAS, Resolution No. 140-02 provided support for the rehabilitation of the

Traffic Gardens Apartments, which contained 100 one and two bedroom units on

property located at 1600 Fort Benning Road, Columbus, Georgia, 31903; and,



WHEREAS, Capital Development Group is proposing the demolition of these

existing structures and proposes to develop 144 new apartments to be known as

Robin's Trace Apartments; and,



WHEREAS, the proposed development is located within the Columbus Business

Development Center (Enterprise Zone).



NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY

RESOLVES AS FOLLOWS:



That Council of the Consolidated Government of Columbus hereby amends

Resolution No. 140-02 and supports the proposed development of 144 new

apartments to be known as Robin's Trace Apartments (f/k/a Traffic Gardens), and

further authorizes the abatement of taxes as allowed by law under the

Enterprise Zone Regulations.
