Background

The City executed an agreement with the Cottonmouths on July 30, 2002,
effective October 1, 2001. The section of the agreement being amended requires
a 25% concession rebate to the Cottonmouths. After further review and
negotiations, the City is requesting that the concession rebate be increased
from 25% to 50% in support of maintaining this primary tenant at the Columbus
Civic Center.

Analysis

The future of the East Coast Hockey League's (ECHL) Columbus Cottonmouths is
secured for 2003-2004 at the Columbus Civic Center.

Financial Considerations

This rebate percentage change would be effective beginning 2003-2004 and is not
retroactive. This change in rebate will double the concession revenue the
Cottonmouths would normally receive each season which totaled $22,663.14 in
2002-2003. Therefore, the financial impact to the City is approximately
$22,663.14, but can be more or less based on concession sales each season.
