Background
The development of the River Walk behind Eagle and Phenix Mill from the

River Club to 13th Street has been a part of the RiverWalk Master Plan. This

area is between the river and the Eagle and Phenix Mill property.



Eagle and Phenix Joint Venture, LLC is in the process of redevelopment of the

Eagle and Phenix site. The redevelopment will consist of a mixed use

property to include residential lofts and condominiums, office buildings,

retail stores and restaurants.
Analysis
In order to have an efficient construction process, it has been determined that

RiverWalk construction and the improvement on the Eagle and Phenix property

should be performed by one firm. The MOU will provide the opportunity to

accomplish the project with one firm . The Eagle and Phenix, LLC and Flournoy

Construction Company will construct the RiverWalk for a sum not to exceed $3.4

million and after completion transfer the property to the City.
Financial Considerations
Funding is available through a Public/Private Partnership to include Georgia

Department of Transportation, City SPLOST, Bonds and the Private Sector

Legal Considerations
Council is the approving authority for all resolutions.

Approve resolution authorizing the City Manager to enter into a MOU with Eagle

and Phenix Joint Venture, LLC and Flournoy Construction Company for the

construction of the Riverwalk from the River Club to 13th Street for a sum not

to exceed $3.4 million.
