Recommendation
Approval is requested to declare surplus 90.64 +/- acres of property on South \n \n Lumpkin Road and transfer said property to the National Infantry Foundation for \n \n the construction of the National Infantry Museum.

Background
The South Lumpkin Road property which consist of 90.64 +/- acres was purchased

and developed with Land and Water Conservation Fund (LWCF) and the National

Park Service (NPS) funding. Properties on Cusseta Road and Chattsworth Road

that consist of 104 +/- acres have been acquired to replace the property on

South Lumpkin Road as required by the LWCS and NPS. The NPS and the LWCF have

executed a "Release and Transfer Of Terms, Condition Covenants and Restrictions

Deed" to release the property on South Lumpkin Road to enable us to transfer

the property.
Analysis
The property is needed by the National Infantry Foundation for construction of

the National Infantry Museum. This transfer is considered to be in the public

interest of the Consolidated Government of Columbus, Georgia.
Financial Considerations
The property will be transferred by Quit Claim Deed with a reversionary clause

that states should the property no longer be used as an Infantry Museum the

property will revert back to the City.

Legal Considerations
Council is authorize to transfer property to another government entity pursuant

to Columbus Charter, Section 7-501 (4).
Recommendations/ Actions
Approve the attached Resolution to accept the above-identified property for

transfer.
