Background
The Citizens of East Highland approached the City in 2002 to work with them to

develop a revitalization plan that would allow HUD funds to be expended in this

neighborhood. Approximately 568 acres +/- encompass the East Highland area.

Most of the housing in the area was constructed between 1900 and 1950. There

are strong stabilizing neighborhoods surrounding this area. The East Highland

area has the greatest potential for revitalization of any area in Columbus,

Georgia.
Analysis
The East Highland Improvement Association (EHIA) and the Columbus Consolidated

Government (CCG) initiated the East Highland Revitalization Project in order to

regain the area's original stability and harmony. The project will set

community goals and establish guidelines for future growth, and provide

strategies to accomplish the neighborhood goals.
Financial Considerations
Resources for the accomplishment of proposed activities in the area will be

Community Development Block Grant (CDBG) Funds and General Funds.

Legal Considerations
The City will rezone parcels to comply with area objectives.
Recommendations/ Actions
Approve the Resolution for the East Highland Revitalization Plan being

submitted to HUD for approval.
