Recommendation
Approval is requested to declare the unopened portion of the street segments \n \n and right of way of Doris Drive and Maurice Drive (as described below) as \n \n surplus and transfer to Green Acres Cemetery by Quit Claim Deed in exchange for \n \n Lot 5, Block C of Carver Park Subdivision.

Background
The street segments named herein have never been developed and remain in a

wooded state. There is no interest in developing the street segments since a

majority of the surrounding land is owned by Green Acres Cemetery. Green Acres

Cemetery has an interest in obtaining the land for the purpose of expanding the

cemetery. Green Acres Cemetery has reached an agreement with the Columbus

Consolidated Government to exchange a parcel of land, which it owns, known as

Lot 5, Block C, Second Edition to Carver Park for an portion of the unopened

right of way of Doris Drive and Maurice Drive. The parcel to be exchanged is

contiguous with a parcel of land know as Lot 4, Block C, Carver Park, which has

been purchased from a private owner by the City. The combining of the 2 lots

would provide a parcel of land large enough to construct a 50 foot self

supporting radio tower and radio equipment building for the City?s 800 MHz

radio system.
Analysis
The City will exchange unused and unopened right of way for and undeveloped

lot. The exchange will eliminate the need for the City to purchase the land for

the purpose of erecting a radio tower and building. The Real Estate Division

and the Engineering Department recommend approval of said street closings and

property exchange with the provisions for maintaining utility rights of way,

and easements of record. The exchange will come at no cost to the City and will

benefit both parties.
Financial Considerations
The construction of the radio tower and radio equipment building will allow the

City to eliminate the rental of space on the WXTX tower for the 800 MHz Radio

System which currently cost the City $49,200 annually. In addition the City

would be able to rent space on the proposed tower to others, which would

provide an incoming revenue stream to the City.

Legal Considerations
The closure of a portion of Doris Drive and Maurice Drive and the disposal of

the street and right-of-way requires Council approval.
Recommendations/ Actions
Authorize to declare said property as surplus, disposal of street properties,

and the proposed land exchange.
