Background
-
Spring Harbor, a continuing care retirement community, is located at the
intersection of Double Churches Road and River Road. It is currently zoned RO
and previously zoned AO. These facilities were planned and developed prior to
the implementation of the Unified Development Ordinance. Ordinance No. 02-85
provided for the assignment of addresses on private streets.

Analysis
-
Staff met with the representative from Spring Harbor on March 2, 2005, to
discuss address assignment for the facilities. There is mixed use on the
campus that includes, Garden Villas consisting single family residences and
duplex facilities, apartments and a health center. It was agreed upon at that
time to use 100 Spring Harbor Drive #____ for the main residential buildings,
200 Spring Harbor Drive#_____ for the Health Center and the use of 10 thru 56
Spring Harbor Circle for the single family/duplex facilities. This was
utilized to assist with locating appropriate facilities by Public Safety
personnel. A second request has been received from Spring Harbor to allow the
residents to utilize their apartment number and Spring Harbor Drive as their
mailing addresses. They would continue to use the 100 or 200 Spring Harbor
Drive with apartment number for the official address as utilize by the phone
company as the database for 911 services, i.e. 100 Spring Harbor 1001 would use
1001 Spring Harbor Drive as their mailing address.
Public Safety has strong concerns with the use of two addresses especially
since the access to the apartments are internal. If the 911 database were out
of service, an officer, ambulance or fire truck may have difficulty locating
the residence if the resident gives their mailing address as their location.
Major Stan Swiney has met with Spring Harbor management to review policies and
procedures for having staff available 24 hours a day, 7 days a week to assist
Public Saftey personnel in locating residents.
