Background
Obtained by the city in 2001 for the purposes of industrial uses, the Muscogee

Technology Park needs to be assigned an Urban Services District (USD) as

required by the City Charter. Resolution 222-88 established the criteria for

creating or expanding existing urban service districts in the community. Under

this criteria, certain services were required to be reviewed prior to

determining the USD for area. These services include: fire protection, police

patrol, street maintenance, refuse collection, storm water fund, and paving

fund. Under this resolution, fire protection was determined to be the primary

requirement for any USD. The resolution requires that if an area does not have

the same fire protection as USD 1 (the USD with the highest level of services),

the area shall be considered to be part of the USD 2, or if the fire service is

actually higher than the USD 2, but lower than USD 1, a new district can be

formed.
Analysis
The assessment of fire protection services for this area is the primary

determining factor for the USD to be assigned to this area. The area is

presently undeveloped , with the exception of some new construction in the

northern part of the industrial park. All development will conform to the

standards established by city ordinances, including services for fire

suppression, fire protection, and inspections. The industrial complex is

served by Station 5 (Lynch Road), Station 9 (Jay Street), and Station 11 (Warm

Springs Road), all of which can provide the necessary fire services for this

area. With the addition of a new fire station at the intersection of Transport

Boulevard and Cargo Drive in fiscal year 2004, fire response time will continue

to be dramatically reduced. Based upon this criteria alone, the area meets the

test for inclusion in USD 1. As for the other service requirements, they will

be met as the area is developed by the city for industrial prospects.
Financial Considerations
Adoption of this ordinance will insure that as it is developed, the Muscogee

Technology Park will be taxed fairly under the requirements of USD 1.

Legal Considerations
The Muscogee Technology Park must be identified as a part of a USD as

established by Council.
