Background
The Georgia Department of Public Safety requires that the City update its

radar permit to enforce speed limits by the end of 2004. We completed the

update and submitting it for final comments to the Georgia Department of

Transportation receiving their comments Monday a week ago.
Analysis
The DOT advised us that the Georgia Department of Public safety will not allow

the City to use radar for any speed limits less than 25 MPH except for those

already existing on the previous radar permit. The impact of this requirement

is that the City has 139 School Zone speed limit of which 38 School Zones are

posted at 20 MPH and can not be enforced using radar. If the City raises these

school zones speed limits to 25 MPH, the radar permit can be revised to include

them at a later date.
Financial Considerations
The Traffic Engineering Division maintains speed limit and radar enforcement

notice signs from their annual operating budget.
Projected Annual Fiscal Impact Statement
Legal Considerations
Council approval is required on any amendments of the City Code.
Recommendations/ Actions
Approve the amendments to City Code Sections 20-5.2 and 20-5.3.
