Background
The Flat Rock Road Re-Alignment Project is complete. After the completion of

the project, several remnants of the old road have become available for

disposal. The George Woodruff Company owns a piece of property off the new

cul-de-sac adjacent to remnants owned by the City and GADOT. The George

Woodruff Company has requested, by letter, for the City to Quit-Claim Track 4

of the attached plat to the George Woodruff Company. The Woodruff Company is

the Owner of the land adjoining to the west. The lay of the land, after

construction of the road, would make it virtually impossible to market the

remaining remnants owned by the City.



Although the Spectrum Company has not formally requested the remnant adjacent

to their property, it is a certainty that the Spectrum Company (property owners

to the east) will come forward and request the same for Track 3 from the City.

Therefore, it is requested that the Council also approve the disposition of

Track 3 to Spectrum, upon their request.
Analysis
In accordance with the City Charter Sec. 5-701(4), the City may dispose of

property remaining from a road widening project that is not needed by the

Consolidated Government. Council may authorize the execution and delivery in

the name of the Consolidated Government of a deed conveying said cut-off or

separate parcel or track of land to an abutting or adjoining property owner or

owners.

No funding for this action is required.

Legal Considerations
The City Attorney has no objection to this action. The action is in accordance

with City Charter 7-501-(4).
Recommendations/ Actions
Approve the resolution authorizing execution of a Quit-Claim Deed with George

C. Woodruff Company and Spectrum Company and subsequent agreements necessary to

implement these transactions.

A RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE A QUIT-CLAIM DEED ON CITY

PROPERTY ADJACENT TO THE CUL-DE-SAC OF THE DEAD END PORTION OF OLD FLAT ROCK

ROAD TO GEORGE C. WOODRUFF COMPANY AND SPECTRUM COMPANY.

WHEREAS, the Flat Rock Road Re-Alignment Project is complete, and;

WHEREAS, tracks 3 and 4, of the attached plat, are remnants of the old Flat

Rock Road, and;

WHEREAS, The George C. Woodruff Company has requested, by letter, the City

quit-claim track 4 to them, and;

WHEREAS, track 3 be quit-claimed to Spectrum Company, upon their request.

NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY

RESOLVES AS FOLLOWS:

That the City Manager is hereby authorized to execute a Quit-Claim Deed on City

property adjacent to the Cul-De-SAC of the dead end portion of old Flat Rock

Road to George C. Woodruff Company and Spectrum Company and subsequent

agreements necessary to implement these transactions.
