Background
The Columbus Development Authority has been created to develop and promote for

the public good and general welfare, trade, commerce, industry and employment

opportunities. This process includes acquiring, constructing and installing

any project for lease or sale to prospective tenants or purchasers for the

purpose of economic development.



The City and the Authority have developed and constructed Columbus East

Industrial Park and Corporate Ridge Industrial Park. This project has been

completed.



In 2001 the City acquired from the United States of America approximately 2,124

acres (the ANFL Property@) in order to provide additional industrial

development land and recreational acreage, with approximately 1,450 acres of

the NFL Property to be utilized for industrial development and the remaining

portion of the NFL Property to be used for recreational and green space areas.

The approximate 1,450 acres is currently being Master Planned for industrial

development and all required permits being requested.



The City wishes to designate the Authority as the agent of the City to assist

the City with the planning, design, engineering, construction and development

of Muscogee Technology Park (NFL Property) for industrial development.
Analysis
The City of Columbus, Georgia and the Development Authority of Columbus have

had an agreement for the development of Columbus East Industrial Park and

Corporate Ridge Industrial Park. This agreement will provide a similar

partnership for the development of approximately 1,450 acres of land for

economic development opportunities.
Financial Considerations
Funding for the infrastructure is available in the 1999 SPLOST Funds.

Legal Considerations
The City Attorney has review this agreement and agrees to form.
