Background
The Georgia Bureau of Investigation is implementing a new network to protect

electronic fingerprint transmissions sent to the State. A new generation

device that can access this network must replace the electronic fingerprint

device now used by the Muscogee County Sheriff?s Office. The reimbursement of

money used for the purchase of this equipment has been approved by the Georgia

Bureau of Investigation and will be returned through this grant upon our proof

of purchase.
Analysis
Without this new equipment the Muscogee County Sheriff?s Office would have to

submit inmate fingerprints to the state by mail. The results of these

transactions are necessary to verify the identity of an inmate and often

include arrest warrants held by other agencies. To complete these transactions

by mail would mean that results would not be returned for days. In the past

this method of transmittal often resulted in the release subjects with

outstanding warrants. The new equipment will enable the Sheriff?s Office to

continue submitting inmate fingerprints to the State electronically. State

criminal history information will continue to be returned within an hour after

submission, while the subject is still in custody.
Financial Considerations
This action will enable the implementation of the grant process along with the

equipment and training to be obtained from the vendor identified by the GBI.

This grant doesn't require a match from the City.

Only Council has the authority to accept grant funding and make appropriations.
