Background

Shirley Winston Park consist of 65.8698 +/- acres, of which Peters Chapel
A.M.E Church request the City transfer three (3) acres of said property.
Julius Rogers will pay $45,000 for the property. Mr. Rogers originally sold
property to the City for the park development. Peters Chapel would like to
utilize the additional land to expand the current church facility. This will
includes educational space for after school programs and a family life center
(see attached letter).

Analysis

The property, Julius Rogers would like to acquire consists of three acres,
which is part of the 65.8698 +/- acres of land in Shirley Winston Park on Steam
Mill Road (see attached plat). The acreage is vacant unimproved land, located
in a R-1A zoned area. Advance notification was given to surrounding land owner
of the impending sell or transfer of the three acres of land to Peters Chapel
A.M.E. Church. There have been no objections/comments to the sell or transfer.

Financial Considerations

Julius Rogers will pay to the City $45,000.00 and then gift said property to
Peters Chapel A.M.E. Church. A Quit Claim Deed will transfer the property to
Mr. Rogers.

Legal Considerations

The property will be transferred by deed with the Superior Court Clerk for
permanent record, said transfer shall be published in a local newspaper in
accordance with Columbus Charter Section 7-501.
