Recommendation
Authorize the execution of Certificate of Ownership and Agreement with the \n \n Georgia Department of Transportation for the 2002/03 L.A.R.P. Program, No. \n \n LAU-32-8531-4(215), LAU32-8531-6(215), PR8530-5(215) and a PR Project \n \n authorizing the resurfacing and patching of 18.177 +/- miles on thirty-five \n \n (35) City streets.

Background
The City submitted thirty-five streets to the Georgia Department of

Transportation for consideration of the Local Assistance Road Program. All

streets were rated Level 4. All streets submitted met the Georgia Department

of Transportation requirement and were selected for State funding for the

resurfacing of City streets. Funding has been received from the Georgia

Department of Transportation for the past six (6) years as follows:

1) FY'97 $608,200.00 4) FY'00 $613,248.00

2) FY'98 $468,844.00 5) FY'01 $397,023.00

3) FY'99 $608,200.00 6) FY'02 $359,606.00
Analysis
In order to receive this funding, the City is responsible for the following:

1) Doing advance patch work

2) Raising manhole covers and other street fixtures

3) Clearing ditches and drainage structures

4) Leveling the shoulders



In addition to the Georgia Department of Transportation funding of the

resurfacing, the City has requested the Georgia Department of Transportation

assist in the funding of Items 1 & 2 (listed above) and "put out for bid" the

patching and resurfacing contracts as one package. Allowing the Department of

Transportation to package the patching and resurfacing contracts together

enables the City to get a better price because of the quantities and having one

contractor to do both jobs.
Financial Considerations
The City's portion of the Patching Contract is estimated to be $800,000.00.

The City will be responsible for leveling of shoulders and clearing of ditches

and drainage structures with Public Service work forces. Funding is in the

SPLOST Fund.

The City Attorney disagrees with the indemnification paragraph.
Recommendations/ Actions
Approve the resolution authorizing execution of the Certificate of Ownership

and Agreements and subsequent agreements necessary to implement these projects.
