Background
A part of the Streetscapes Improvements for Broadway include the construction

on a flat surface parking area on Front Avenue. Access from Broadway to this

new parking area is needed. The "parking lot" to be acquired will provide the

access from Broadway to the parking area.



The "parking lot" is located at 1015 Broadway a/k/a tax map 004-018-004, and is

further identified under an "Agreement," (leasing the property to the City)

dated the 19th of September 2002, between the Consolidated Government of

Columbus and W. Gene Hewell. This purchase will also include the City granting

Hewell Rentals, Inc., an easement to access the two side doors on 1019

Broadway.
Analysis
The City will purchase the property located at 1015 Broadway. The property

will be used to access a flat surface parking lot on Front Avenue.
Financial Considerations
A binder of 10% ($14,000.00) will be made payable to Hewell Rentals, Inc., and

will be held in escrow by our Attorney of record. The value of the property

is determined to be $140,000.
Projected Annual Fiscal Impact Statement
Legal Considerations
Council must approve the City Manager's purchase of the property. The property

will be transferred by Deed with the Superior Court Clerk for permanent

record. The funding source will be 1999 SPLOST Streetscape funds.
Recommendations/ Actions
Approve the attached Resolution approving the City Manager's purchase of the

above-identified property.
