Background
-
Oates Avenue is a residential street with the primary traffic demand serving
the residential neighborhood. There are two churches along Oates Avenue.
Bethany Worship Center church is located in the southeast quadrant of Oates
Avenue and 42nd Street and provides several community activities. The church
has a parking lot on the east side of Oates Avenue adjacent to the south side
of the building. There is also an auxiliary parking lot located directly across
(west side) Oates Avenue form the church sanctuary. This parking layout
creates a hazard for pedestrians crossing Oates Avenue to and from church
activities. The residential lots sizes along Oates Avenue are small with
limited off street parking. Oates Avenue has a significant amount of on street
parking which makes it difficult for motorist to drive on their half of the
roadway. The number of cars parked on the street increases considerably after
normal working hours. This requires motorists to weave around parked vehicles.

Analysis

A detailed Traffic Study was performed for Oates Avenue from 38th Street to
51st Street. There were 12 accidents in 2004 of which 4 involved pedestrians,
only 4 accidents in 2003 without any pedestrian accidents. Speed studies were
conducted with an average speed of 34 MPH with a 30 MPH speed limit. The
Traffic Engineering Division recommends two improvements to improve pedestrian
safety:
(1) Installation of a Multi-way Stop for Oates Avenue and 42nd Street for the
purpose of providing added safety for pedestrians crossing to and from the
church parking lot located on the west side of Oates Avenue.
(2) Establish a 25 MPH speed limit from 38th Street to Manchester Expressway.
This will be submitted at a later date with the annual city wide speed limit
updates.
