Background
The Traffic Engineering Division has received a request to enact parking

restrictions along Young Street and Oak Avenue. An investigation shows the

width of both streets is about 22 feet. When vehicles are parked on both sides

of the street, traffic is limited to one way. Also larger vehicles such as

City Sanitation Vehicles and Emergency vehicles find the street virtually

impassable.
Analysis
The Traffic Engineering Division surveyed eleven (11) property owners in this

area. There were seven (7) responses, four (4) were against and three (3) were

for the ordinance. The east side of Oak Avenue is undeveloped which is why we

recommend the parking be removed from that side of the street. Also because of

the number of responses against Traffic Engineering recommends the ordinance be

effective only during week days at normal working hours. This is the period of

time when larger service vehicles would normally need access to the

neighborhood, and would cause the least inconvenience to the residents of the

area. The 90 degree intersection of Oak Avenue and Young Street cannot be

traversed by sanitation trucks or similar size vehicles (i.e. fire trucks) when

vehicles are parked on the street at that intersection. Traffic Engineering

Division contacted Public Services regarding service vehicles navigating in

this location. They confirmed there were problems with parked vehicles

blocking or hindering movement through this intersection.



It was requested by Councilor McDaniel with a second by Council that the

Ordinance be revised from "No Parking Anytime Weekdays from 8:00 AM to 6:00 PM"

to "No Parking Anytime" due to the streets being virtually impassable by

Emergency vehicles with cars parked on both sides of the streets. New surveys

were sent to the owners of the properties effected. Only two (2) responses were

received one (1) for and one (1) against the ordinance.
Financial Considerations
The cost of installing Official Traffic Control signs will be derived from the

Traffic Engineering operating budget.
