Background
-
Ordinance 99-55 was adopted in August, 1999 to establish the definition of home
inspector and home system inspection business, and to create prerequisite
requirements of individuals and businesses that perform home inspection
services. This was the result of the joint efforts of Inspections and Codes,
Occupation Tax Section of the Revenue Division, and the public sector. This
process involved the formulation of an Ordinance that was fair to the
inspectors, cost effective to the City, addressed "grand fathering" of
inspectors, current certifications and properly qualify those that were in the
home system inspection business. The Ordinance addressed what credentials would
be acceptable. In July, 2001, Ordinance 01-66 was adopted to eliminate the
allowed "grand fathering" and to add three additional accepted credentialing
organizations (HIF, NAPI, and NAHI).

Analysis

After reviewing the American Inspectors Society?s (AIS) Certification Training
Outline, Code of Conduct, and Standards of Practice, it is the opinion of
Inspections and Code, Finance, and the City Attorney that this organization
qualifies as an acceptable credential for home system inspectors.
