Background
-
During the mid-year budget review process the local delegation to the Georgia
State Assembly solicits additional funds for local agencies and projects.
These funds are channeled to the agencies through the Georgia Department of
Community Affairs and passed through the local government. The local
government must ascertain whether the agency meets the State requirements
concerning the non-sectarian and gratuities clauses of the Official Code. The
local government may choose not to act as pass-through agency in some
circumstances. The Columbus Consolidated Government, in partnership with the
Children, Youth and Family Coalition, administers the pass-through program to
numerous local agencies. The City of Columbus has been acting as pass-through
agency since 1993 with no problems on the state or local level.

Analysis

Many local agencies rely heavily on funding through Local Assistance Grants to
help with the costs of daily operations. Some use the funds to operate a
specific program that might not otherwise be available to the citizens. The
citizens of Columbus benefit greatly from the programs that are funded with
Local Assistance Grants.

Financial Considerations

As pass-through agency, the City of Columbus is responsible for any funds
deemed misspent by the awarding agency. A Local Assistance Grant Agreement is
signed and kept on file for all organizations receiving funds. This agreement
indicates that the organization is financially liable to the City of Columbus
for proper use of grant funds.

Legal Considerations

It is the responsibility of the Local Government to ascertain if an
organization is in compliance with the Offical Code regarding the sectarian and
gratuity clauses. The Local Assistance Grant agreement that the organizations
file with the City of Columbus has been approved by the City Attorney's office
and is required to be completed and signed before funds are requested from the
Department of Community of Affairs.

DEPARTMENT OF COMMUNITY AFFAIRS TOTALING $652,000 FOR THE FOLLOWING
ORGANIZATIONS: SOUTH WESTVIEW AGAINST DRUGS - $15,000; COLUMBUS CONVENTION
AND VISITORS BUREAU - $10,000; FOURTH STREET TOWERS, INC. - $47,000; DRUG
FIGHTERS OF COLUMBUS - $5,000; COLUMBUS YOUTH NETWORK - $20,000; COMMUNITY
ALLIANCE - $30,000; RENAISSANCE - $40,000; METRO COLUMBUS TASKFORCE FOR THE
HOMELESS - $20,000; COLUMBUS CONSOLIDATED GOVT RECREATION PROGRAM - $50,000;

BY A LIKE AMOUNT.
WHEREAS, Columbus, as the local government agency, is the conduit for certain
grants appropriated by the Georgia General Assembly for community service
agencies: and
WHEREAS, the Columbus Children, Youth and Family Coalition has reviewed and
endorsed the grants for the agencies under their jurisdiction: and
WHEREAS, upon acceptance of agreements and execution of contracts for each
approved community service organization, the Columbus Consolidated Government
will receive funds and then process payments to the designated agencies.
NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY
RESOLVES AS FOLLOWS:
1. That the pass-through grant agreements, subsequent contracts and funds be
processed by the Columbus Consolidated Government for the various community
service organizations as appropriated by the General Assembly.
2. That the Mayor, City Manager and other officials of the Columbus
Consolidated Government are authorized to take such actions as required to
satisfy the grant conditions.
3. That the Multi-Governmental Fund is hereby amended by the $652,000 as
detailed above.
Introduced at a regular meeting of the Council of Columbus, Georgia, held
