Background
In January 2007 the City partnered with Pinnacle Homes to construct a

connecting road between Lexington Heights located off St. Mary?s Road and

developments along Old Cusseta Road. The purpose of this partnership was to

provide a secondary means of egress during emergencies for citizens in the

area. The construction plans for the connecting road, Antietam Drive, were

submitted in January 2007 and approved by Traffic Engineering under the

standards applicable at the time. The road was required to have traffic

calming measures in place due to the length of the road. The developer elected

to use two round-a-bouts for traffic calming purposes. Since 2007 new federal

standards for round-a-bouts have been adopted to improve pedestrian safety and

to better facilitate traffic flow. The cost to bring the previously approved

plans in compliance with current safety standards is $34,627.
Analysis
In the interest of public safety the City desires the round-a-bouts on Antietam

Drive be constructed in compliance with current federal standards to provide

maximum safety for the public. Since the construction plans were previously

approved under the standards at the time, the developer could construct the

round-a-bouts under the old standard. The additional costs associated with

making the improvements would therefore be the responsibility of the City.
Financial Considerations
Funding for the project is available in CIP Account 21023, phase 2009.

Legal Considerations
The City Attorney has reviewed the amended MOU and approved as to form.

Council approval is required.
Recommendations/ Actions
Authorize the City Manager to execute an amendment to the Memorandum of

Understanding with Pinnacle Homes to construct additional pedestrian and

traffic safety features as part of required traffic calming on Antietam Drive.

A RESOLUTION AUTHORIZING TO AMEND RESOLUTION #14-07 DATED JANUARY 9, 2007 TO

EXECUTE AN AMENDMENT TO THE MEMORANDUM OF UNDERSTANDING WITH PINNACLE HOMES TO

CONSTRUCT ADDITIONAL PEDESTRIAN AND TRAFFIC SAFETY FEATURES AS PART OF A

REQUIRED TRAFFIC CALMING ON ANTIETAM DRIVE.

WHEREAS, since 2007 new federal standards for round-a-bouts have been adopted

to improve pedestrian safety and to better facilitate traffic flow; and,

WHEREAS, in the interest of public safety the City desires the round-a-bouts on

Antietam Drive to be constructed in compliance with current federal standards

to provide maximum safety for the public; and,



WHEREAS, the additional cost of $34,627 associated with making the improvements

would therefore be the responsibility of the City; and,



WHEREAS, an amended Memorandum of Understanding has been prepared to amend the

City's contribution towards this project and the developer's responsibility in

this project.

NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:

I.

That Resolution #14-07, dated January 9, 2007, is hereby amended; and,

II.

That the City Manager is hereby authorized to enter into an amended Memorandum

of Understanding with Pinnacle Homes to construct additional pedestrian and

traffic features as part of required traffic calming on Antietam Drive.
