Background
-
At the last legislative session, the Georgia legislature passed the
Transportation Investment Act of 2010 (HB 277), a transportation funding bill
that will allow voters in regions to decide on a one-percent, 10-year, regional
sales tax for all types of transportation improvements. It establishes twelve
regional special tax districts that correspond to the regional commission
boundaries. Typically regional roundtables will be created in each special tax
district made up of the county chair of each county and one municipal
representative from each county elected by a caucus of the cities in the
district. For Columbus, the situation will be a little different. Under the
legislation passed, a special provision was included for consolidated
governments that reads as follows: ?The regional transportation roundtable
shall consist of the chairperson, sole commissioner, mayor, or chief executive
officer of the county governing authority from each county in the special
district. In the event any county in the special district has a consolidated
government, the consolidated government shall elect a second elected member of
the county consolidated government to the regional roundtable.? Under this
provision, the Mayor and an elected member of this government, selected by the
Council, will serve as representatives for Columbus.

To insure proper representation on this committee, Council will need to select
an elected official to serve, along with the Mayor.

A RESOLUTION AUTHORIZING THE APPOINTMENT OF _______________________ TO
REPRESENT THE COLUMBUS CONSOLIDATED GOVERNMENT ON THE REGION 3 REGIONAL
TRANSPORTATION ROUNDTABLE COMMITTEE.
WHEREAS, In 2010, the Georgia legislature passed the Transportation Investment
Act of 2010 (HB 277), a transportation funding bill that will allow voters in
regions to decide on a one-percent, 10-year, regional sales tax for all types
of transportation improvements; and,
WHEREAS, the act establishes twelve regional special tax districts that
correspond to the regional commission boundaries, and will establish a
roundtable of elected officials from the local governments within that region
to determine potential transportation projects for this region; and,
WHEREAS, the representation to this roundtable from Columbus must consist of
the Mayor and an elected official of the Columbus Consolidated Government.
NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:
That ________________________ has been nominated and appointed by the
Council of the Columbus Consolidated Government to serve, along with the Mayor,
on the Regional Transportation Roundtable Committee as its elected
representative.
