The Governor's Office of Highway Safety offers grants to help promote
innovative programs that address highway safety problems.

Analysis
-
The Recorder's Court sees a need for a special traffic court that would meet in
the evenings twice monthly for youthful offenders. This grant would pay the
personnel costs of a judge, clerk, financial records clerk, bailiff, deputy,
and/or police officer to operate the court, with an expected length of three
hours per session. The grant period is from October 1, 2008 through September
30, 2009.

Financial Considerations

The grant will pay all additional costs of operating these special court
sessions. The grant will be for a minimum of $10,000. No local match is
required.

The City of Columbus is eligible to receive these funds and if awarded, will be
obligated by the conditions of the grant.

Authorize the Mayor or his designee to submit, and if approved, accept a grant
of $10,000 or as otherwise awarded from the Governor's Office of Highway Safety
for the purpose of operating a Recorder's Court special nighttime traffic court
in bimonthly sessions.

A RESOLUTION AUTHORIZING THE APPLICATION FOR AND IF APPROVED THE ACCEPTANCE OF
A GRANT IN THE AMOUNT OF $10,000 OR AS OTHERWISE AWARDED FROM THE GOVERNOR'S
OFFICE OF HIGHWAY SAFETY TO SUPPORT TWICE MONTHLY NIGHTTIME SPECIAL RECORDER'S
COURT SESSIONS FOR DEALING WITH TEENAGE TRAFFIC OFFENDERS, WITH NO LOCAL MATCH
REQUIRED, AND TO AMEND THE MULTI-GOVERNMENTAL FUND BY LIKE AMOUNT.
WHEREAS, the Columbus Consolidate Government is committed to enforcing traffic
laws and educating the public in highway safety, with particular emphasis on
youthful offenders; and,
WHEREAS, the Governor's Office of Highway Safety offers grants using limited
National Highway Traffic Safety Administration funds to promote the development
and implementation of innovative programs that address highway safety problems;
and,
WHEREAS, the Recorder's Court sees the benefit of a special traffic court for
dealing with youthful offenders, with night-time sessions which will aid in the
participation of the offenders and their parents'; and,
WHEREAS, the Recorder's Court requests approval to submit an application in the
amount of $10,000 for funding to pay the personnel costs of holding two evening
traffic court sessions per month, and such funding does not require a local
match, and to amend the Multi-Governmental Fund by like amount. The project
period for such grant will run from October 1, 2008 through September 30, 2009.
NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY
RESOLVES AS FOLLOWS:
That the City Manager is hereby authorized to submit and if approved, accept a
grant from the Governor's Office of Highway Safety in the amount of $10,000 or
as otherwise awarded, with no local match requirement, and to amend the
Multi-Governmental Fund by like amount.
