Approval is requested to execute a Memorandum of Understanding (MOU) between \n \n the City and Columbus State University (CSU) for the purpose of constructing a \n \n new T-intersection of Cougar Court with Algonquin Drive in exchange for CSU \n \n taking over ownership and maintenance of portion Algonquin Drive and all of \n \n Cougar Court.

Background
Algonquin Drive is a public street that meanders thru Columbus State University
from College Drive northerly and westerly to East Lindsay Drive. Cougar Court
is a public Street that runs from Algonquin Drive north to Gentian Boulevard.
Both streets are used more for CSU related activities than the general public.
CSU is interested in taking over these streets to improve internal circulation,
campus security and handle construction traffic for new building construction.
The City is interested in taking both streets off of our street network thereby
reducing maintenance costs. College Drive, East Lindsay Drive, Gentian
Boulevard and University Avenue provide traffic circulation around the CSU
campus.
CSU has new building construction underway requesting that this work and
transfer occur before the Fall Semester that begins in August 2009. To allow
both parties to proceed with all the necessary approvals, documentation,
construction proposal, a Memorandum of Understanding will authorize both
parties to proceed with work on this project. All deeds and other legal
documents will be approved by each governing body.
Analysis
The construction of a new T-intersection of Cougar Court with Algonquin Drive
will improve internal circulation especially for the anticipated construction
traffic. The City will design and construct the T-intersection, which should
be comparable in cost to our current financial liability of resurfacing both
streets at a value of about $56,000. CSU will then accept the two streets in
their existing condition and be responsible for all future maintenance costs.

Financial Considerations
The Engineering Department will solicit proposals to design and construct the
new T-intersection and bring said proposals to Council for approval.

A RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE A MEMORANDUM OF
UNDERSTANDING BETWEEN THE CITY AND COLUMBUS STATE UNIVERSITY, BOARD OF REGENTS
OF THE UNIVERSITY SYSTEM OF GEORGIA, FOR THE PURPOSE OF THE CITY CONSTRUCTING A
NEW T-INTERSECTION OF COUGAR COURT WITH ALGONQUIN DRIVE IN EXCHANGE FOR
COLUMBUS STATE UNIVERSITY, BOARD OF REGENTS OF THE UNIVERSITY SYSTEM OF
GEORGIA, ACCEPTING THE OWNERSHIP AND MAINTENANCE OF ALGONQUIN DRIVE FROM THE
NORTH RIGHT-OF-WAY NORTHERLY AND EASTERLY TO THE WEST RIGHT-OF-WAY OF EAST
LINDSAY DRIVE; AND ACCEPTING THE OWNERSHIP AND MAINTENANCE OF COUGAR COURT FROM
THE NORTH RIGHT-OF-WAY LINE OF ALGONQUIN DRIVE NORTH TO THE SOUTH RIGHT-OF-WAY
LINE OF GENTIAN BOULEVARD.
WHEREAS, Algonquin Drive and Cougar Court described herein above are public
streets owned and maintained by the City; and,
WHEREAS, both streets now serve more as access and internal circulation to
Columbus State University than general public streets; and,
WHEREAS, the City and Columbus State University are agreeable to constructing
the new T-intersection in exchange for transferring ownership and maintenance;
and,
WHEREAS, there is a mutual benefit for the City and Columbus State University
to accomplish this work.
NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:
That the City Manager is hereby authorized to execute a Memorandum of
Understanding between the City and Columbus State University, Board of Regents
of the University System of Georgia, for the purpose of the City constructing a
new T-intersection of Cougar Court with Algonquin Drive in exchange for
Columbus State University, Board of Regents of the University System of
Georgia, accepting the ownership and maintenance of Algonquin Drive from the
north right-of-way northerly and easterly to the west right-of-way of East
Lindsay Drive; and accepting the ownership and maintenance of Cougar Court from
the north right-of-way line of Algonquin Drive north to the south right-of-way
line of Gentian Boulevard.
