Recommendation
Approval is requested to submit a grant application and if approved, accept \n \n funds from the Criminal Justice Coordinating Council for evidence based \n \n programming for the Muscogee County Juvenile Court and amend the \n \n Multi-Governmental Fund by the amount of the grant award and enter into a MOU \n \n and contract with Evidence Based Associates, LLC. The grant period is from \n \n December 1, 2014 to August 30, 2015.

Background
The Criminal Justice Coordinating Council is charged with the fiscal oversight

of the Juvenile Justice Delinquency Prevention and Treatment Grant Program.

The aim for this project is to provide increased accountability of juvenile

offenders by providing evidence based prevention models for at risk youth in

the initial stages of justice system involvement. The City currently has a

contract with Evidence Based Associates, LLC for the Criminal Justice

Coordinating Council Juvenile Justice Incentive Grant. Juvenile Court wishes to

utilize Evidence Based Associates, LLC to assist with the grant writing and

respond to the request for proposal issued by the Criminal Justice Coordinating

Council. Evidenced Based Associates,LLC is working with the Georgia Criminal

Justice Coordinating Council, the Governor's Office for Children and Families

and the gubernatorial appointed Juvenile Justice Incentive Grant Program

Funding Committee to identify and manage cost-effective methods to offer

programs that are proven to reduce recidivism.
Analysis
The Muscogee County Juvenile Court is requesting funds to provide evidence

based prevention models to low risk offenders that are in the initial stages of

justice system involvement. Funds would also be utilized to fund a case

manager position.
Financial Considerations
The City is not required to provide matching funds to participate in this grant

program.
Projected Annual Fiscal Impact Statement
There will be no additional expenses and no match requirements.
Legal Considerations
The Columbus Consolidated Government is eligible to apply for funds up to

$100,000 from the Criminal Justice Coordinating Council and enter into a

Memorandum of Understanding with Evidence Based Associates, LLC to assist with

grant writing and upon award of grant funds, enter into a contract and serve as

a managing entity of the evidence based prevention/treatment programs.
Recommendations/ Actions
Authorize to submit an application and if approved accept a grant from the

Criminal Justice Coordinating Council for additional evidence based programming

for the Muscogee County Juvenile Court from December 1, 2014 to August 30, 2015

and to amend the Multi-Governmental Fund by the amount of the grant award;

enter into a Memorandum of Understanding and contract with Evidence Based

Associates, LLC.
