Background
-
Georgia Power, Flint Energies and Diversified Power provide street lighting
services to the City. In the Georgia Power service area, there are several
locations within Columbus where the City owns street light fixtures, poles and
electrical conductor with Georgia Power providing electrical power only. There
are others where the street light fixture belongs to Georgia Power while the
poles and conductor belong to the City. This shared maintenance creates
confusion and delays when street lights malfunction. Both Georgia Power and
the City have to respond to the call usually requiring multiple site visits
before the street light can be repaired.
The City's long term goal is to turn all street lighting maintenance of roadway
lights to the respective utility company. This will provide better and quicker
street light repairs while allowing City crews to perform other daily duties.
We have worked with Georgia Power to turn more street light maintenance over to
them in the downtown area and several bridges.
Note: This agreement does not include street lights along I-185, Olgethorpe
Bridge, 4th Street and Bay Avenue. We are working to include these in a future
agreement.

Georgia Power will incur certain expenses in updating street light fixtures,
poles and conductor in the amount of $36,007.00. Funds have been allocated to
our Street Lighting account to accommodate this expense.

A RESOLUTION
NO. _____
A RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE A STREET LIGHT MAINTENANCE
AGREEMENT WITH THE GEORGIA POWER COMPANY FOR THE PURPOSE OF TAKING OVER
MAINTENANCE OF CERTAIN STREET LIGHTS IN THE AMOUNT OF $36,007.00.
WHEREAS, there exists some 286 street lights located in downtown Columbus and
on roadway bridges where both the City and Georgia Power share street light
maintenance duties; and,
WHEREAS, the City desires to transfer street light maintenance duties entirely
to local utility companies for which these street lights are within the Georgia
Power service area; and,
WHEREAS, having a single entity perform street light maintenance will improve
repair time and reduce outage rates.
NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY
RESOLVES AS FOLLOWS:
That the City Manager is hereby authorized to execute a street light
maintenance agreement with The Georgia Power Company for the purpose of taking
over maintenance of certain street lights in the amount of $36,007.00.
