Recommendation
The Mayor and City Council approve the Pilot Project, Partnership between \n \n Columbus Consolidated Government & Rubicon Global, LLC. The Columbus \n \n Consolidated Government has demonstrated its commitment to achieving long-term \n \n sustainability and best-in-class government operations, motivating Rubicon, a \n \n waste and recycling technology platform, to propose a 12-month partnership, \n \n which includes donated services .

Background
Rubicon, founded in Atlanta, GA, is an asset-light, technology-enabled platform

that is revolutionizing the waste and recycling industry. As a certified

B-Corp, they have a double bottom-line responsibility, which is to both create

economic value and to use their business to help achieve an environmental

good. The environmental good on which they are focused is the eradication of

landfills. Rubicon's proprietary technology platform creates competition,

transparency, and greater efficiency in the notoriously antiquated waste and

recycling industry. They are operating in all 50 States.
Analysis
Rubicon proposes a 12-month partnership with the CCG, whereby Rubicon will make

a donation of its technology, training and support services to the CCG.

Rubicon's app-based technology would be placed into the Public Works

Department's fleet of 75 residential solid waste vehicles servicing households

within the CCG limits.
Financial Considerations
Columbus Consolidated Government, on behalf of Department of Public Works,

desires to accept the services donated by Rubicon through the Pilot Project

valued at up to Four Hundred Forty-Three Thousand Eight Hundred Eighty Dollars

and Zero Cents ($443,880.00).
Projected Annual Fiscal Impact Statement
Through participation in the Pilot Project and Rubicon, Columbus Consolidated

Government will gain access to a suite of services that will create operational

efficiency, improve customer service, and increase code enforcement

capabilities in CCG's waste and recycling operations.
Legal Considerations
Columbus Consolidated Government has not agreed to any monetary engagement

after the initial pilot. The acceptance of hardware, software, and services

and any appropriate agreement (s) will not become binding on Columbus

Consolidated Government and Columbus Consolidated Government will incur no

obligations or liability under it, until it has been approved by the City

Attorney as to form, executed by the City Manager, attested to by the Municipal

Clerk, and delivered to Rubicon.
Recommendations/ Actions
Department of Public Works recommend approval because the services are

desirable and in the best interest of Columbus Consolidated Government to

participate in this Pilot Project and accept services offered.
