Background
Martin Luther King, Jr Boulevard runs between Buena Vista Road and 10th Avenue,

consisting of two sections. Currently the section between Buena Vista Road

and Brown Avenue is four lanes, with a center turn lane, while the section

between Brown Avenue and 10th Avenue is four lanes only. The average daily

traffic for the entire length of this road totals no more than 7,700, far below

the projected carrying capacity of 22,200 for a roadway of this type. As part

of the proposal by the Planning Department to enhance this thoroughfare, it was

recommended that the entire boulevard be reduced to three lanes. This

reduction would still accommodate the traffic needs of the area, while adding

lanes for bicycles, walking/running areas, and landscaping amenities. Before

committing fully to this proposal, staff has proposed that a trial period

utilizing the three lane concept be initiated to determine what, if any,

impact, this may have on this road. This can be accomplished during the

resurfacing of this street, which is scheduled for this year. At that time,

the entire roadway would be restriped to a three lane, with bike lanes in each

direction.
Analysis
The restriping to three lanes will provide the opportunity to determine how

well this roadway will function under these conditions, prior to any other

proposed aesthetic improvements being made to this corridor. After the

restriping, a review period will be undertaken, with a report back to Council,

to determine the overall effect of these improvements. This review will be

particularly important as the new Brown Avenue bridge comes on line and

improvements are made to the Spiderweb area in the near future.
Financial Considerations
Funding for the resurfacing has already been authorized in the amount of

$800,000.

General maintenance may be required for stripping over time.
