Background
The purpose of the program is to enhance the Junior Marshal's Program in

Columbus, which mentors a selected group of Muscogee County Middle school

Students to foster character development, prevent delinquent behavior and

provide a positive interaction between public safety personnel, students and

parents. Funding for the program is provided by the Office of Juvenile Justice

and Delinquency Prevention in the form of a one-time small grant of up to

$125,000 for the period of September 1, 2007 - August 31, 2008.
Analysis
The grant is awarded in the initiative is limited to a maximum of $125,000. No

matching funds are required. Each project will be funded for a period of

twelve (12) , months from the designated starting point of September 1, 2007.

Locally Deputy Wilbert Williams will manage the grant. The grant requests

approval to use the $125,000 in salary for the part-time coordinator, stipend

pay for manager, overtime pay for deputies, supplies and equipment, and other

items to operate the program. Projects under this category are not eligible

for continuation funding.
Financial Considerations
The proposed resolution will authorize the acceptance of a grant up to $125,000

from the Department of Justice, Office of Juvenile Justice and Delinquency

Prevention Monies. No impact on the General Fund will be incurred by accepting

this grant.

A RESOLUTION AUTHORIZING THE CITY TO SUBMIT AN APPLICATION, AND IF

AWARDED, ACCEPT A GRANT IN THE AMOUNT OF $125,000 FROM THE U.S. DEPARTMENT OF

JUSTICE, OFFICE OF JUVENILE JUSTICE AND DELINQUENCY PREVENTIONS, WITH NO LOCAL

MATCH REQUIREMENT, AND TO AMEND THE MULTI-GOVERMENTAL FUND (216) BY THE

APPLICABLE AMOUNT.

WHEREAS, the Columbus Consolidated Government is committed to

preventing delinquency and mentioning students at an early age; and,

WHEREAS, the Department of Justice, Office of Juvenile Justice and

Delinquency Preventions has offered a grant to prevent delinquency and mentor

Middle School Students in the City of Columbus; and,

WHEREAS, the Muscogee County Marshal's Office requests permission to

make an application to receive up to $125,000 in funding to fund salary for

the part-time coordinator, stipend pay for the manager, overtime pay for

deputies, supplies and equipment, and other times to operate the Junior Marshal

Program.

NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS

FOLLOWS:

That the City Manager or his designee is hereby authorized to submit an

application and if approved, accept a $125,000 grant from the Department of

Justice, Office of Juvenile Justice and Delinquency Prevention and amend the

Mulit-Governmental Fund (216) by a like amount.
