Background
-
The Traffic Engineering Division has received a request to enact parking
restrictions along Springer Street. An investigation reveals that this portion
of Springer Street is exceptionally narrow. The right of way is approximately
20 feet wide while the pavement is no more than 15 feet wide. Parking of
vehicles on one or both sides of this section of the roadway deters or prevents
passage of traffic safely along this portion of Springer Street. Also larger
vehicles such as City Sanitation and Emergency vehicles will find the street
impassable with vehicle parked on both sides of Springer Street.

Analysis

The Traffic Engineering Division surveyed four (4) property owners that adjoin
the proposed restricted area. There was one response in favor of the parking
restriction and no other responses submitted. All 4 of the properties along
Springer Street have off street parking from Springer Street and thus have no
need to park on the street.

Financial Considerations

The cost of installing Official Traffic Control signs will be derived from the
Traffic Engineering operating budget.

AN ORDINANCE
NO. ____________
AN ORDINANCE REGULATING VEHICULAR TRAFFIC IN COLUMBUS, GEORGIA BY ESTABLISHING
A NO PARKING ANYTIME ZONE ALONG THE NORTH AND SOUTH CURBS OF SPRINGER STREET,
RUNNING EASTERLY FROM 15TH AVENUE TO 16TH AVENUE; BEGINNING AT A POINT 30 FEET
EAST OF THE CENTERLINE INTERSECTION OF 15TH AVENUE WITH SPRINGER STREET AND
THENCE RUNNING EAST A DISTANCE OF 315 FEET; RESTRICTION TO APPLY TO BOTH SIDES
OF SPRINGER STREET; AUTHORIZING THE INSTALLATION OF OFFICIAL TRAFFIC CONTROL
SIGNS INDICATING A ?NO PARKING ANYTIME? ZONE; REPEALING CONFLICTING ORDINANCES
AND FOR OTHER PURPOSES.

THE COUNCIL OF COLUMBUS, GEORGIA HEREBY ORDAINS:
SECTION I.
That it shall be unlawful to park or rank any vehicle at any time on either the
north and south curbs along the following street segment:
Springer Street: Beginning at a point 30 feet east of the centerline
intersection of 15th Avenue and Springer Street and running east along both
curbs of Springer Street a distance of 315 feet.
SECTION II.
That official traffic control signs shall be installed indicating the No
Parking Anytime Zone described here within Section I.
SECTION III.
That all ordinances or parts of ordinances that are in conflict with this
ordinance are hereby repealed.

Introduced at a regular meeting of the Council of Columbus, Georgia, held on
the 10th day of July, 2007; introduced a second time at a regular meeting of
said Council held on the day of ______, 2007 and adopted at said meeting
