Recommendation
Approval is requested to adopt the Emergency Action Plan (EAP) for the Bull \n \n Creek Watershed Structures No. 1, 3, 4, 12, 14, 21, 24, 25, 26, 27, and 28 \n \n located in Columbus-Muscogee County and authorize the Director of Engineering \n \n to forward a copy to the Georgia Department of Natural Resources Environmental \n \n Protection Division (EPD).

Background
The State of Georgia made changes to the Rules for Dam Safety requirements

mandating routine inspections and submission of an Emergency Action Plan for

Category 1 dams. The purpose of the plan is to prescribe procedures to be

followed in the event of an emergency or unusual condition associated with one

of the Category Dams as noted above. This may be caused by unusually large

flood event, earthquake, a malfunction(hydraulic or structural) of the

spillway, malicious human activity such as sabotage, vandalism, terrorism or

failure of the dam.
Analysis
The Emergency Action Plan (EAP) defines responsibilities and procedures to

identify unusual and unlikely conditions that may endanger the dam, initiate

remedial actions to prevent a dam failure or minimize the downstream impacts

due to dam failure and initiate emergency actions to warn downstream residents

of impending or actual failure of the dam. The individual plans can be found

Financial Considerations
The City would bear the cost for implementation of the plan.
Projected Annual Fiscal Impact Statement
The City of Columbus is responsible for the Operation and Maintenance of all

the Bull Creek Flood Control Watershed Structures.
Legal Considerations
Council must adopt these plans and forward to EPD for review and comment as

required under Georgia Safe Dams Act, O.C.G.A. 12-5-375, Rule 391-3-8, Rules

for Dam Safety.
Recommendations/ Actions
Approval is requested adopting the Emergency Action Plan (EAP) for the Bull

located in Columbus-Muscogee County and authorize the Director of Engineering
