Background
Federal Financial Assistance with 15 or more employees and public entities with

50 or more employees under Section 504 and ADA 49 CFR Subsection 27.11 (c) (2)

(iii) (iv)(v) and 28 CFR Subsection 35.150 (d) respectfully, are required to

develop ADA Transition Plan when structural changes to existing facilities are

necessary in order to make a program , service, or activity accessible to

people with disabilities.
Analysis
An assessment of all City facilities was made to document any improvements

made and any updates needed. This included buildings, park facilities, public

restrooms,, etc. We found approximately 36% were in compliance. Each facility

will have to be further evaluated to determine the nature of the non-compliance

issues to determine the needs to bring it into compliance if feasible. Staff

will also work with maintenance staff and train them to the ADA requirements

and minor modifications may be made as part of normal maintenance. Other

elements that are more complex in nature will need to be considered as part of

the annual Capital Improvement Budget.

Proposed major expenditures will be considered as part of the annual Capital

Improvement Budget.
Projected Annual Fiscal Impact Statement
Minor modifications and repairs may be made as part of normal maintenance by

Public Works and Parks and Recreation.
Legal Considerations
Compliance with ADA Standards are both Federal and State mandates.
Recommendations/ Actions
Authorize the City Manager to submit the ADA Transition Plan to the Georgia

Department of Transportation.
